- The Department of Veterans Affairs Strategic Acquisition Center (SAC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the establishment of National Contracts for the Next Generation of Prosthetics Surgical Implants. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339113. The Product Service Code is 6515. Next Generation Prosthetics Surgical Implants The Department of Veterans Affairs (VA) is looking to expand upon its National Contract program for Prosthetics Surgical Implants as the current programs will be ending in the 4th quarter of FY21. The VA currently has 2 efforts that make up its National Contracts program for Prosthetics Surgical Implants, Biologics and Non-Biologics. The objective of this Prosthetics Surgical Implants Next Generation effort is to expand upon the previous national contract programs and capture all Prosthetics surgical implants, inclusive of both Biologics and Non-Biologics, ensuring continuity of service while growing a robust supply chain of manufacturers and distributors. Being this is a national effort, total annual sales by both manufacturers and distributors will be strongly considered when determining national contracts. Please note: The Government anticipates at this time that a yet to be determined dollar figure of sales, potentially in the range of $3,000,000 10,000,000 annually, may be required at a minimum for possible consideration of a national contract; any feedback in regard to potential discriminator(s) is welcomed. The scope consists of various types of prosthetics surgical implants needed for a variety of prosthetics related surgeries and patient treatment and includes, but not limited, to the following product lines: Head and Neck (H&N) Implants, Abdomen Implants, Upper Extremities (UE) Implants, Lower Extremities (LE) Implants, Thoracic Implants, Dental Implants, General Prosthetics Surgical Implants, and Biological Implants These product lines encompass a variety of different items considered prosthetics surgical implants, to include auxiliary products (screws, anchors, plates etc.) and instrumentation sets required for use by clinicians performing the implant surgery, which may be required by a VA Clinician for a Veteran patient s treatment. The exact number and exact type of prosthetics surgical implant that falls under each product line is constantly changing based on clinicians requirements for patient treatment and advances in technology; currently there are over 200,000+ individual prosthetics surgical implant line items available via the National Contracts program. THERE IS NO SOLICITATION AT THIS TIME. This is a request for capability information/industry feedback and does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has interest in participating and has the potential capacity to perform/supply the products/distribution services identified under the anticipated scope, please provide the following information: Organization name, address, email address, Web site address, telephone number Organization category (manufacturer or distributor), size, and type of ownership for the organization and small business status (if applicable) Tailored capability statement addressing the particulars of this effort for which you would participate under, with appropriate documentation supporting claims of organizational capability to meet the VA s mission. For Manufacturers interested in participating please provide details on the specific prosthetics surgical implants you would furnish if awarded a National Contract. For Distributors interested in participating please provide details on your capabilities to supply prosthetics surgical implants to the VA and any benefits you could bring forth as a partner. Additionally, please identify: What anticipated sales would be What product mix you would bring forth Manufacturers you distribute for/plan to distribute for The government will evaluate market information to ascertain potential market capacity to 1) provide the products/distribution consistent in scope and scale with those described in this notice and otherwise anticipated; 2) determine the best acquisition strategy for the next generation of prosthetics surgical implant national contracts; and 3) welcome any industry ideas and suggestions for ensuring the best possible supply chain for the future. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
