- PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Soldier Training Devices (PM ST), Product Manager for Live Training Systems (PdM LTS), Digital Range Training System (DRTS) has a validated requirement to install an additional DAGIR at Fort Knox, KY.� A DAGIR is the largest and most complex live fire range that the Army utilizes at its Homestation. The DAGIR supports all Aviation gunnery tables to include diving fire and door gunnery. �It supports platoon level collective training for all gunnery tables for Abrams, Bradley, (and all dismounted infantry), and aviation. �DAGIR supports individual and crew qualification training. �It uses thermal targets, night illumination devices, hostile-fire, target-kill, and visual flash. �Its approximate footprint threshold is 4Km x 6Km. The range�s primary features included in this effort are: IT equipment utilizing the DRTS Live Training Transformation (LT2) software. After Action Review (AAR) System. Long Range Thermal Field Cameras (FCs). Vehicle and Dismounted (DMT) Player Units (PUs). Radio Communication System. Other features that are being provided to the range include: Stationary Armor Targets (SATs), Moving Armor Targets (MATs), Stationary Infantry Targets (SITs), and Moving Infantry Targets (MITs). Air/Ground Integration Village. Aerial Weapons Scoring System (AWSS). MARKET RESEARCH: This Sources Sought Notice (SSN) is a follow-on to the notice issued on May 28, 2020. �Since that SSN, the Beneficial Occupancy Date (BOD) for the range has slipped from February 2022 to October 2022, due to construction delays and COVID impacts. �In addition to this slip, the Government intends to procure the target lifters (presentation devices) through its multiple-award, Army Targetry Systems (ATS) III contract vehicle managed by the Army Contracting Command (ACC) - Warren.� This reduces the total value and scope of this anticipated contract from the previous notice.� The main purpose of this subsequent notice is to determine whether small�business capabilities exist to satisfy the requirements given the reduction in scope. Additionally, the Government seeks to determine the ability of industry (both small and large�businesses)�to meet the Vehicle Player Unit (PU) requirements for the range as this item typically has a long lead time to design, test and produce. �Previously, the program has fielded Tactical Micro�s PUs at its ranges. �This PU has numerous requirements that make it a unique component to these ranges and not utilized by other Army or commercial customers. �Some of these unique requirements include: Transmitting multiple high-definition video feeds simultaneously. Interfacing with all versions of the M1 series Abrams tank (to include the new SEP V3 Ethernet port), M2 series Bradley Fighting Vehicle and Stryker variants (Infantry Carrier Vehicle and Mobile Gun System). Operating in and on these vehicle in all weather conditions. Operating on commercial WiFi radio frequency bands (typically 2.4GHz). WORK EFFORTS: �This planned requirement is for the design, procurement, installation, integration, testing, training, and documentation for the new fielding of the DAGIR at Fort Knox, KY. �The effort shall include the following: 1. Must install and integrate all Information Technology (IT) equipment, Player Units (PUs), Field Cameras (FCs) and Range Radio Frequency Infrastructure on the range. �Equipment list includes, but is not limited to, the following: IT equipment: Workstations, AAR room equipment and server farm to handle DRTS software and DRTS subsystems. Six long range (>6Km) FCs, to include thermal. Sixteen ground vehicle PU systems to include radio network and related hardware components used to wirelessly transfer PU data to and from the Control Tower (previously referred to as the Range Operations Center (ROC)). Twenty-eight Troop DMT PUs. Handheld Target Controller (HTC). Field Support Equipment (FSE). Radio Communication System (RCS) down range to integrate Aerial Weapons Scoring System (AWSS) helicopter gunnery training data into DRTS. Range intercom system to provide communication among workstations, Single Channel Ground and Airborne Radio System (SINCGARS), and range radio. 2. Must be able to operate utilizing the existing DRTS Authority to Operate (ATO), which will be provided upon request or provide the necessary Cybersecurity documentation to allow the system to be approved. 3. Must be able to interface & communicate with, test with, and operate the AWSS being installed on the range, at the same time, by Meggitt Industries. 4. Must be able to interface & communicate with, test with, and operate the FASIT (Future Army System of Integrated Targets) compliant MATs, SATs, MITs, and SITs, being installed on the range, at the same time, by a to be determined target vendor contractor. 5. Must install and verify the Live Training Transformation DRTS software baseline that supports combined ground and aviation training, qualification and other training as defined in latest Training Circular (TC) 25-8. 6. Must install, configure and test the onsite Battle Effect Simulators (BES) devices, one (1) each, for each MAT and SAT, which are manufactured by Zeltech. 7. Must utilize the DRTS software baseline from the LT2 repository, which is available at: https://www.lt2portal.mil/. Access granted upon request. 8. Objective requirement - Provide PUs that are interchangeable with already fielded PUs at other DRTS ranges in order to support training surges. 9. All equipment and infrastructure delivered as part of the DRTS Fort Knox DAGIR must meet the applicable environmental, safety, and Electromagnetic Environmental Effects (E3) requirements in accordance with the DRTS Performance Specifications. 10. Provide New Equipment Training (NET) and Interim Contractor Support (ICS) after the completion of Government Acceptance Testing (GAT). PLACE OF PERFORMANCE: �Actual fielding will be at Fort Knox, KY, but Government assumes that the contractor will be performing the build and Phase I testing at the contractor�s plant.� ACQUISITION APPROACH: These requirements are currently covered by an option under the existing DRTS contract W900KK-11-D-0003 with Lockheed Martin Rotary Systems (LMRS).� However, due to the Army Corps of Engineers (ACoE) construction timeline and existing DRTS contract terms, the option is no longer viable and cannot be exercised to instrument the range. �Fort Knox, KY will be the last range to complete the Army�s Basis of Issue Plan (BOIP) of 26 Ranges. The Government intends to issue a Firm-Fixed-Price (FFP) contract 10-months prior to BOD, with delivery 13-months after contract award and a period of ICS.� After BOD, the contractor will begin instrumenting the range, whereas all installation, integration and testing, to include GAT, must be completed by the delivery date. Applicable Documents to this effort will include and will be provided upon request: Performance Specification for Instrumented Ranges (Digital Range Training System). DRAFT Statement of Work (SOW). Performance Specification for Instrumented ranges Integrated Player Unit Recorder (IPUR or referred to as PU) for Ground Vehicles and the DMT PUs. Performance Specification for DRTS Video System Suite (VSS). Training Circular (TC) 25-8. Vehicle and Aviation Asset Interface Control Documents (ICDs) are currently being vetted and are unavailable. Will be available with�Request for Proposal (RFP) release. ESTIMATED DOLLAR VALUE: �<$15M RESPONSES: Responses shall include a capabilities statement (limited up to 11 pages including the cover sheet) that includes company information to include: Company name, address, URL, DUNS number, CAGE code, Point of Contact (POC) with contact information; A statement indicating if your company/firm is a large or small business; if small business, please indicate any applicable socio-economic status (i.e., 8a, HUBZone, SDB, VOSB, SDVOSB, WOSB, or EDWOSB) under NAICS 333318; and Respondents shall address, with sufficient detail, the following in their capabilities statement: 1. Description of your system/subsystems detailing how the offered products meet the above requirements. 2. Is your company capable of providing: All of the requirements listed above or A subset of the requirements (i.e. IT equipment, FCs, PUs/RCS, etc.) in the required timeframe (described in Acquisition Approach section above)? �Does your company�s proposed solution, to any of the requirements, require any component design/development, or is all hardware Commercial-off-the-Shelf (COTS)/Non-Development Items? �If any component design/development is required, will you be able to mature your design, conduct design reviews, provide environmental/EMI/developmental testing, and build the necessary quantities in the timeframe needed?� 3. As part of your capabilities statement, provide a schedule depicting your timeline for design, testing and production, taking into account procurement of long lead items for the system as a whole and for the PUs specifically. �Assume that BOD is scheduled for 1 Oct 2022 and your work on the range begins on that date. 4. If your company is capable of providing PUs, would they be interchangeable with existing PUs at other DRTS ranges, or would you provide a unique solution? �Would your PUs be able to meet all of the requirements detailed in the specification or would your company take exception to some of them? �If so, which ones?
