- SOURCES SOUGHT NOTICE CONSTRUCTION MANAGEMENT SERVICES, EXPANSION & MODERNIZATION PROJECT AT THE SAN LUIS I LAND PORT OF ENTRY SAN LUIS, ARIZONA THIS IS A SOURCES SOUGHT NOTICE FOR SMALL BUSINESS ONLY. It is NOT a request for offers, proposals, quotations, or invitations for bids or proposals. The notice does not represent the availability of appropriated funds nor a commitment by the Government to issue a solicitation or award a contract. The responses will be used for market research to determine the availability and adequacy of potential small business sources. The Government is not obligated to and will not pay for information received as a result of this announcement. The General Services Administration (GSA), Region 9, Acquisition Management Division is conducting a sources sought to seek qualified and experienced small business construction management firms and obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining whether a set-aside is possible or whether full and open competitive procedures should be utilized. Any firm that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Anticipated Procurement Requirements The San Luis I Land Port of Entry (LPOE) is located on 12.1 acres of land at the intersection of Highway 95 and the International Border with Mexico in San Luis, Arizona. The facility was originally constructed in 1984 as a multimodal commercial and non-commercial port; however, in 2010 the commercial operations were shifted to the new San Luis II LPOE located approximately eight miles to the east. Currently San Luis I is the second busiest non-commercial land port of entry in Arizona and processes more than 3 million POVs and 2.5 million pedestrians each year. These numbers are expected to continue to steadily rise in the coming years. Given the facility�s age, many of the structures and building systems are nearing or past their operational life and do not comply with the GSA P100 Facilities Standards or the U.S. Custom & Border Protection�s (CBP) Design Guide. The outdated facility can no longer effectively support nor enforce the missions of CBP due to increasing traffic demands and declining structural quality. To address this, an expansion and modernization project is currently being developed by the GSA. The potential project will involve both new construction and renovation of existing facilities, and includes but is not limited to the following primary scope of work elements: Relocated and expanded Northbound Lanes and associated Pre-Primary, Primary and Secondary inspection facilities and Headhouse Building. Southbound Lanes and associated Processing Building and Canopies. Seizure Vault and Impound Lot. Family/UAC Holding building. Utility Yard including Water Treatment Plant and Emergency Generator. Main Building. Expanded Pedestrian Processing. Kennels. Public Facing Building. Parking. Site development and infrastructure. Demolition of existing facilities except for the new North Annex. The construction management scope of work will include all the required management, supervision, labor, equipment and materials required to assist the GSA in successfully managing the potential construction project. The primary scope of work items include, but are not limited to the following: Design Review Cost Estimating Project Management Construction Administration Construction Observation Project Commissioning Project Closeout The current acquisition schedule anticipates a contract award in the second quarter of 2021; however, that is subject to change should the GSA deem necessary. Interested small business firms must be able to demonstrate successful experience as a primary construction management firm on a minimum of three (3) SIMILAR PROJECTS as defined below: A SIMILAR PROJECT is defined as a project that is similar in size, type, and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements as further defined here. SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To be considered similar in size, project(s) must exceed $100,000,000.00 in initial award amount and be completed in the last ten (10) years. To be considered similar in type, project(s) must include new construction and/or major renovation of existing facilities. To be considered similar in complexity, project(s) must include work as the primary construction management firm performing in an occupied government or other institutional use building. This notice seeks only those small business sources under NAICS code 236220 Commercial and Institutional Building Construction. The small business size standard for this NAICS code is $39,500,000.00 in average annual receipts over the past three years. If you are an interested small business firm, please provide a Written Letter of Interest and all of the following required information: Provide proof (i.e. DUNS number, Central Contractor's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220 (average annual receipts less than $39,500,000.00 for the past three years). Identify whether your firm is an 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov) Provide a narrative of your firm's experience and include a minimum of three (3) projects that meet the description of ""SIMILAR PROJECT"" as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, e-mail, and phone number. It is the responding firms� responsibility to ensure that client reference contact information is current and reliable. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please note that partial submissions of the required information shall be deemed non-responsive and will not be considered by the GSA. Each response will be reviewed by the GSA Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the GSA. All information furnished to the GSA in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least 15% of the cost of contract, not including the cost of materials, must be completed with its own employees per FAR clause 52.219-14(b)(1) - Limitations on Subcontracting. Interested firms should submit their interest and provide all of the required documentation to this notice to the GSA Contract Specialist, Uma Bhatia via email only at uma.bhatia@gsa.gov. The DUE DATE for responses is Friday, January 22, 2021 by no later than 4:00 PM Pacific Standard Time.
