Description
This Notice from USAID is issued for the expressed purpose of attracting public input and feedback with the ultimate goal of ensuring food assistance programming funded through the U.S. Government (USG) is effective and efficient. Efforts put forth under this notice and any resulting procurement activities are done so to promote the nutritional well being of USAID/BHA program participants. Contributions made through this Notice are anticipated to inform the design of any potential award issued. USAID/BHA continues to prioritize an evidence-based food assistance program that includes products formulated and designed for maximum nutritional benefit; where innovation in product and delivery mechanisms continue; in which products and programs are matched to purpose; and where programs focused on alleviating suffering of populations whose circumstances dictate near complete dependence on food assistance for long periods of time are nutritionally adequate and cost-effective. The Food for Peace Act, as amended, is the legislation whose general authority is used by USAIDs BHA, formerly the Office of Food for Peace (FFP), to carry out activities that: Prioritize coordinated food assistance efforts Promote ongoing learning Improve the available evidence base Facilitate the adoption of evidence-based program and practice Catalyze innovation The anticipated procurement, named Research and Innovation for Sustainable, Evidence-based Nutrition (RISEN), builds upon work conducted in previously funded Food Aid Quality Review (FAQR) projects and respondents are encouraged to have an understanding of FAQR achievements and recommendations. This Notice lays out a general set of challenges faced by USAID and its partners followed by areas in which information is sought by USAID/BHA. These areas are organized in response to the Current Development Challenges and responses will be used to develop a set of objectives that USAID/BHA wishes to achieve through the RISEN program.
