- SOLICITATION NOTICE OF TIERED EVALUATIONS This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. Using TIERED EVALUATION procedures to include large businesses The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office NCO 1, Togus, ME. intends to solicit proposals from contractors to provide mobile insulated cargo trailers and maintenance at a firm fixed price lease with option to buy in support of the Togus Veterans Affairs Medical Center. The VA anticipates issuing a solicitation for this requirement on or about January 11, 2021. Proposals will be accepted for a two-week period commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the Contracting Opportunities website (beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://beta.sam.gov/ and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM. NAICS Code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a Small Business Size Standard of $35.0M. The product/service code is W054. The solicitation will be issued for tiered evaluation to include large businesses.
