- 11JAN2021 UPDATE� - SEE SECTION IV (RFI RESPONSES) BELOW, UPDATES IN BOLD.� THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE. This is not a solicitation. This request for capability information does not constitute a request for proposal (RFP). This RFI is issued solely for market research information and planning purposes only. This RFI is issued by the Army Contracting Command- New Jersey (ACCNJ) in support of US Army Material Command (AMC).�AMC is�conducting�this RFI�to�obtain�current market information�to determine the capabilities within industry�to be able to address Army Predictive and Prognostic�Maintenance (APPM). Any RFI responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. I.�PURPOSE:��� The�purpose�of�predictive�and prognostic�maintenance�capabilities�will�be to�provide the following�threshold requirements to�the Army: Understanding�of fleet readiness rates for�systems similar to�Army combat equipment�using existing�Systems of Record Understanding�of supply forecasting�and improvements in the supply system performance�in regards to fleet readiness. Understanding of�maintenance operations through improved maintenance�scheduling�and reduced unscheduled and sequential maintenance�events�using existing data. Understanding of how to make improvements in�day-to-day�maintenance and supply�decisions. Understanding of how to structure�Predictive and Prognostic reports�in accordance with�MIL STD 3034A The predictive�and prognostic�maintenance�capability�should allow for�follow-on analyses that�should�improve understanding, forecasting, and related performance�arrived from analysis, predictions, and prescriptive recommendations at each level of use.�� II.�BACKGROUND:�� The Army seeks to improve equipment availability and fleet readiness across the force through a predictive�and prognostic�maintenance capability�to�reduce�associated�equipment down time.�The equipment readiness�rates that result from unscheduled maintenance,�unnecessary maintenance, or wait time�does not support the�Operational Tempo (OPTEMPO) and directly�impacts the mission.� The government is asking the vendor to demonstrate how they would analyze data and generate a predictive and prognostic maintenance report. The current state of the analytical art offers numerous methods and commercially available solutions that would allow this data to be analyzed and reported. III.�OBJECTIVES:�� The�Government�will not provide any datasets as part of this�RFI.� The�Government�is requesting a�demonstration for�a�predictive�and prognostic�maintenance�analysis and reporting capability. The�analysis�and reporting capability will�be derived from fleet level data sources The�Government�will not provide any datasets as part of this�RFI.�All datasets for the purposes of the demonstration will be provided by the vendor. The intent is for the vendor to demonstrate an existing predictive and prognostic analysis and reporting capability. The�vendor�s demonstration should show�the appropriate methodology, statistical accuracy,�error rate,�and continued improvement of predictions�throughout the period of�analysis for the datasets used. Such evaluation methods should include confusion matrix, cross-validation,�gain�and lift analysis, and/or error analysis, as they apply to the proposed analytical methodology. The vendor�s products should include calculations of accuracy and error.� The�Government�requires all analysis and predictions to be�demonstrable, repeatable,�and achievable through existing data and equipment means without additional sensors or means of transferring data off platform. The�vendor�must be able to exhibit�methodology,�the statistical methods,�and technical fundamentals of the�analytical suite�s�capability. Vendor must exhibit current and predicted results and outcomes based on data and analysis, and�should be accompanied�by supporting implementation strategy where applicable.�The�Government�will retain the demonstration materials (powerpoint, whitepaper and / or reports) �and may use those materials for�consideration in�future efforts.���� IV.�RFI�Responses:� Interested businesses that believe they can meet the above requirements shall provide their capabilities in the format(s)�described�below:� The�vendor�s demonstration should show�the methodology, statistical accuracy,�error rate,�and continued improvement of predictions�throughout the period of�analysis for datasets used. Written Submission Format of�written�submissions shall not exceed 12 pages (8.5 x 11 inches), not including pictures and brochures; font shall be 12 pitch with�one-inch�borders. Note that�all information marked �Proprietary to {company name}� will NOT�be disclosed outside of the Department of Defense.��The following information should be included in your response:� Organization�s name, address, point of contact, CAGE number and DUNS number. All written responses shall be provided in Microsoft Word or as a portable document format (*.pdf) file. Live Demonstration Format of�live�demonstration�shall not exceed�30 minutes, not including�setup and connection�(video, telephonic or collaborative);�Powerpoint�or PDF is acceptable. Note that�all information marked �Proprietary to {company name}� will NOT�be disclosed outside of the Department of Defense.��A�live demonstration should focus on the�predictive�and prognostic�analytics capability of the vendor. There will not be a question and answer portion ot the live demonstration.� The Government is requesting either a written capabilities document (doc. /docx.) OR a live demonstration ( ppt. or pdf. slides).� Submission is up to the vendor. Submission must be IAW the RFI posting. The Government has no preference to vendor's preferred submission. There is no date and time set for any live demonstrations.� The Government will begin to schedule demonstrations after the 15th, once all submissions have been received. If slides are submitted, this will prompt� the Government to schedule a time and date for the 30 min live demos. Demonstrations will be first come first serve. All responses shall be submitted not later than January 15, 2021; 4:00PM EST. This is not a Request for Proposal (RFP) or Quote (RFQ) and no submissions will be accepted as official offers for a contract. AMC will not reimburse respondents for any expenses associated with this RFI. Government will review written submissions and live demonstrations for applicability to the threshold requirements as stated in Section I Purpose.� V. FOLLOW-UP VENDOR DEMONSTRATIONS: Government representatives may contact vendors who meet the threshold requirements, as stated under Section I Purpose, for additional live demonstrations. These live demonstrations might seek further clarification about a vendor�s response, potential capability, risks, etc. Live Demonstration Format of�live�follow-up demonstration�shall not exceed 60 minutes, not including�setup and connection�(video, telephonic or collaborative);�Powerpoint�or PDF is acceptable. Note that�all information marked �Proprietary to {company name}� will NOT�be disclosed outside of the Department of Defense.��The�live follow-up demonstration should focus on the�technical aspects and methodology used to produce the predictive�and prognostic�analytics capability of the vendor and should not focus on the company history or past performance. The Government will submit follow-up questions in writing for clarification. VI. QUESTIONS: Respondents may submit questions/comments/suggestions regarding this RFI in writing to�norman.r.bonano.civ@mail.mil�and kristina.l.catalano.civ@mail.mil. VII. ADDITIONAL ENGAGEMENTS: AMC may seek further industry engagement through a release of a Draft RFP and/or Industry Day. A notional sequence of events is anticipated to consist of the following: The Government may prepare requirements documentation (either a Draft Statement of Work or Performance Work Statement for the effort). The Government may release a Draft RFP with an Industry Day to follow.
