- REQUEST FOR INFORMATION (RFI) United States Special Operations Command (USSOCOM) Cognitive Brain Performance, BrainHQ � Posit Science Support NOTICE: This notice is being issued for market research purposes only.� The information obtained as a result of this notice will be used to assist the Government in its acquisition strategy.� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY issued to meet the requirements in DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d).� The Government anticipates award of a sole source action in accordance with FAR 6.302-1 as the result of this RFI.� The information provided in the RFI is subject to change and is not binding on the Government. United States Special Operations Command (USSOCOM) has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. This Request for Information (RFI) is to gain knowledge of potential responsible, qualified, and capable industry sources to provide a secure on-line cognitive brain function and training for Special Operations Forces (SOF) Operators. Responsible and qualified sources who submit a response indicating specific capability to meet the needs stated within this RFI and its attachments within 10 calendar days after the publication date of this RFI will be considered by the Agency. �This RFI shall not be considered as an invitation for bid, request for quotation, request for proposal, solicitation, or as an obligation on the part of the Government to acquire any products or services.� Submissions become Government property and will not be returned. Responses to this RFI may be used by USSOCOM Acquisition Technology and Logistics (AT&L) in developing its acquisition strategy, statement of work/statement of objectives, performance specifications, and other associate program documentation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract awards will be made from this notice. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. A determination by the Government to compete this contract requirement based upon responses to this RFI is solely within the discretion of the Government. Description of Requiring Organization. USSOCOM�s Preservation of the Force and Family (POTFF) � Enterprise. The United States Special Operations Command (USSOCOM) is a Combatant Command of the Department of Defense (DoD) that commands all Special Operations Forces (SOF) and all Theater Special Operations Commands (TSOCs). The USSOCOM is responsible for organizing, training, and equipping all Special Operations Forces. Established in 1991, the Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) Center, located on MacDill AFB, Tampa, FL, is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works closely with government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces. POTFF, directly under the USSOCOM Commander was established and has a mission �to build and implement a holistic approach to address the pressure on our force. The POTFF will identify and implement innovative, valuable solutions across the SOF enterprise aimed at improving the short and long-term well-being of our SOF warriors and their families.�. � � Additional Organizational and Mission information may be found at: USSOCOM Latest Fact Book: https://www.socom.mil/latest-factbook SOF AT&L Homepage: https://www.socom.mil/SOF-ATL/ � Scope: USSOCOM is attempting to identify capability of potential commercial off the shelf resources, that provides secure online cognitive durability program that uses games and exercises to restore neuroplasticity, improve memory, and increase brain speed. This program tracks not only the mental fitness of the user but improves the resiliency of the mind through cognitive training. Ultimately, this program increases the likelihood of success in educational pursuits by training the mind to absorb information. This program will be made available to individual users identified by the Preservation of the Force and Family (POTFF) Enterprise office who can most benefit from its use. The requirements described within this RFI and its attachments must able accessible through computers and mobile devices (phones, tablets, etc.).� This capability would ideally be available 24 hours per day, 7 days per week with information securely stored and anonymized for each Operator assigned a user license. Technical support shall be provided for users and be available to provide any needed support, at a minimum, during the normal operating hours of USSOCOM of approximately 9:00AM-5:00PM Eastern Time on a 365-day basis, since it is a web-based operation. RFI Capability Response Instructions. RFI Capability Responses shall be received no later than 3:00pm, Eastern Time on Wednesday, January 21, 2021 by Carrie Eastburn, carrie.eastburn@socom.mil and Adam Stern, adam.d.stern.ctr@socom.mil.�� Capability Responses received after this date and time will not be considered. Capability Responses shall not exceed a 10-page (maximum) technical document in MS Word, or Portable Document Format (PDF). The 10 page Capability Response shall be all inclusive, and any pages submitted greater than 10 will not be considered. Capability responses shall demonstrate all requirements within this RFI and its attachment, and specifically demonstrate how this application, or software, can assist the Special Forces Operator in improving cognitive brain performance required for the tasks performed by the Special Forces Operators serving in all environments, CONUS and OCONUS. Capability Responses shall provide for the following characteristics: Brain exercise program designed to increase mental fitness Results of program have been tested under peer reviewed studies Cognitive exercises accessible from computer and mobile devices Tracks progress and provides feedback on brain elasticity and cognitive function Capability Responses shall include the following general information:� Vendor�s company name and address, Single / Main Point of contact, CAGE Code (if applicable) Socio-Economic status under NAICS 519130 Identification (Contract Number, Agency, contact information) of existing U.S. Government contract vehicle(s) that the Vendor�s currently possess (GSA Schedules, other Government Wide Agency Vehicles (GWACS), existing DoD Contracts etc.) that the scope of this effort may fall under. Capability Responses shall address the following key areas: Executive Summary Description of proposed methodology / product Experience to include the date and schedule providing the required product or services within the Special Operations community, Department of Defense, or Private Enterprise Rough Order of Magnitude (ROM) cost for the following: 10,000 individual user licenses for the required product for a period of 36 months (one base year with two one-year options) OR 20,000 individual user licenses for the required product for a period of 36 months (one base year with two one-year options) In addition to the above, capability response submissions shall include clear, factual documentation demonstrating the Vendor�s ability to provide the services. Interested Vendors are responsible for adequately marking proprietary or competition sensitive information contained in the proffered response. Classification of Submissions: Any information submitted to the Government through this Sources Sought actions shall be �Unclassified�. If information submitted is proprietary, it shall be marked as proprietary by the submitting Vendor. Tentative Milestone Dates.
