- BLM-CO - FY21 Cultural Resource Inventory Projects - General Announcement This is a placeholder pre-solicitation notice which will be used to periodically update you on the status of cultural resource inventory projects during FY21. No award will be made directly from this solicitation number. As projects are assigned and completed, Attachment 1 will be updated with the project details, set-asides, market details, awardee and awarded price to provide the greatest transparency to the market as possible in one place. All information on completed projects is public information which you could find from researching properly filled out FPDS-NG contract action reports. - Contracting Methods: I plan to use a mix of GSA schedules, open market, small business set-asides, WOSB set-asides, etc. to solicit this year's projects to generate participation and competition with the goals mission completion at a fair and reasonable price using commercial simplified acquisition procedures. Award selection will generally be based on a low price technically acceptable (LPTA) basis with a thorough review of your technical proposal which will include your qualifications, training, past performance, and Cultural Resource Use Permit (CRUP) for the applicable area. Please verify the status of your CRUP now to be sure you are fully ready to participate in this year's procurements. There will be no time to update this after the quotes are due as awards are usually made within just a few days. Most solicitations will afford you 10 business days to prepare and submit your proposal. - Contract Opportunities: For open market procurements, all solicitations will be posted to: https://beta.sam.gov/ . The Department of the Interior is no longer using fedconnect.net. SAM.gov is scheduled to be merged with beta.sam in April and will lose the �beta�. For GSA schedules, all solicitations will be posted to GSA eBuy. I do not yet have a forecast of all the projects we are planning this year. - Section 889 Representation: Please consider updating your SAM registration early if necessary, to ensure you are in compliance with restrictions on using certain Chinese Technology. If yours has not been updated since November 2020, there is a new representation to check. You can certify this each time you submit a proposal or just once by updating SAM now. The bottom line is the Federal Government is prohibited issuing a new contract or extending one without your compliance on this matter. You can easily find more info on this subject with a simple internet search. - Questions or Concerns: Feel free to contact me.
