Description
The Department of the Navy, Naval Information Warfare Center - Pacific (NIWC-Pacific), hereby publicizes its intention to solicit, negotiate, and award a standalone contract with a five (5) year period (to include a one (1) year base period and four (4) one (1) year option periods) to Ultra Electronics Advanced Tactical Systems Inc. on an other than full and open competition basis for software and system engineering services in support of the Adjunct Processor Multi-Link Interface Unit (AP_MLIU) segment of the Command and Control Processor (C2P) family of systems. The incumbent, Ultra Electronics Advanced Tactical Systems Inc., hereby referred to as Ultra Electronics, is the original company responsible for providing system engineering services in support of the AP_MLIU segment of the Command and Control Processor (C2P) systems. This procurement provides performance based system engineering services to the AP_MILU segment of the C2P/CDLMS which allows the program to provide continued support to the fleet Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems. Support includes the following areas: System Engineering support in hardware and software issues, analyzing and correcting AP_MLIU Test Observation Reports (TORs) and Software Trouble Reports (TRSs), incorporating new enhancements and Engineering Change Proposals (ECPs) and Interface Change Proposals (ICPs), testing and integration, updating documentations, resolving obsolescence issues, implementing Information Assurance (IA) Vulnerabilities for fielded Common Data Link Management System (CDLMS) software baselines. The support also consist of providing fleet support and the correction of problems identified in AP_MLIU Trouble Reports or Information Assurance Vulnerability Alerts (IAVAs). Ultra Electronics is the sole designer and developer of the software and technology used in the AP_MLIU, and AP_MLIU Operating Systems (OS) which is proprietary to Ultra Electronics. As a result, Ultra Electronics is the only contractor with the proprietary rights, requisite knowledge, experience, and technical data required to meet the Government's need in providing software systems engineering services and software issue adjudication/correction to the C2P family of systems. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 541330 � Engineering Services and the business size standard is $16.5 million dollars.
