- Description
- This is a Design Build construction project to provide maintenance dredging of Small Boat basin (SBB), entrance channel to the main basin, under the Boat Lift Pier (Synchrolift) and incidental works. This includes hauling and stockpiling of dredge materials. The work is located at the US Navy Support Facility Diego Garcia, British Indian Ocean Territory. Special Requirement: Interested parties are advised that under a bilateral international agreement between the government of the Unites States of America (U.S.) and the government of the United Kingdom of Great Britain and Northern Ireland (U.K.), construction contracts for U.S. military installations on Diego Garcia shall be awarded to joint ventures exclusively between U.S and U.K. firms unless no qualified joint-venture submits a reasonable offer for such contracts, in which case they shall be opened to U.S. firms. In addition, the following conditions shall apply to such contracts involving any U.S.-U.K. joint-venture: (a) Management control shall be vested in the U.S. partner or partners, (b) In no event shall U.S. partner participation be less than 60%, or U.K. participation below 20%, U.S. firms that are not part of an eligible joint venture will be permitted to submit a bid but will only be eligible to be considered for award if no reasonable offer is received from any qualified joint venture. In accordance with DFARS 236.204, the magnitude of this construction project is between $10,000,000 and $25,000,000. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only factors. LOCATION OF WORK: Diego Garcia, US Navy Support Facility, British Indian Ocean Territory TENTATIVE DATES FOR THIS ACQUISITION: Invitation for Bid Issuance: 22 January 2021 Site Visit: Virtual Bid Due Date: 22 February 2021 Bid Opening Date: 22 February 2021 Contract Duration: Maximum 815 calendar days from date of award. These dates are subject to change. � SPECIFICATIONS AND DRAWINGS Specifications and Drawings�will be�included with this pre-solicitation notice. The Invitation for Bid (IFB) including the specifications and drawings will be posted on the Government wide point of entry (GPE), currently beta.SAM (https://beta.sam.gov). When posted on or about 22 January 2021, all IFB documents may be downloaded from the website free of charge. SITE VISIT Site visit will be conducted virtually.� Photographs pertaining to the site visit are included as attached.�� LIMITING THE SPREAD OF NOVEL CORONAVIRUS 2019: In light of the U.S. Government�s recent measures to combat the COVID-19 pandemic, �social distancing� measures will be implemented for the protection of Government and Contractor personnel when conducting pre-proposal conference and site visit. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in Diego Garcia, British Indian Ocean Territory. Contractors must be duly authorized to operate and conduct business in Diego Garcia and must fully comply with all laws, and regulations of Diego Garcia, BIOT during the performance of the contract. SYSTEM FOR AWARD MANAGEMENT Interested bidders must be registered in the System for Award Management (SAM) prior to the closing date for receipt of bids. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed at https://www.sam.gov/SAM/. Bids from contractors not registered in SAM or from contractors whose online Representations and Certifications in SAM are not current, will not be eligible for award. Interested bidders are encouraged to register as soon as possible. This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
