- W9128F21R0040 On or about 27 January 2021, this office will issue Request for Proposal (RFP) for Rehabilitate Burma Road, Fort McCoy Wisconsin. �The solicitation will close on or about 26 February 2021. This solicitation is Unrestricted. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.� Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.� Contractors must ensure that the applicable NAICS code 237310 is included in their profile prior to submission of offer. Project Description (approx. quantities): Fort McCoy Directorate of Public Works (DPW) Office recently requested a design to rehabilitation an approximate seven-mile portion of Burma Road. Current roadway surface condition of gravel to remain unchanged. Roadway has large grade changes and areas of steep grades. Currently the roadway is closed during the winter months. DPW request� improve geometrics in order to accommodate an increase in speed limit for both non tactical and tactical vehicles. DPW would also prefer to keep road open during all seasons. No pull-offs or passing lanes are required. There are several intersections with other roadways and with a military vehicle trail that will need to be maintained/altered if there is a grade change that impacts them. DPW indicates there is a buried electric utility line along most if not all of the roadway, and a communication utility line on the opposite side of the road. Probable realignment or replacement of portions of the utilities will be necessary.� Geometrics - Where existing horizontal alignment is prohibitive of 45 mph design speed, sign for appropriate speed on curve. Vertical alignment will likely be challenging- preliminary assessment indicates existing grades in excess of 15% in some areas. Design to include determination of largest desired grade based on winter driving conditions, constructability, and economy. Current vertical alignment probably does not meet criteria for stopping sight distance for many sag and crest curves. Grading - Preliminary investigation indicates quite steep grades along sides of roadway, which may result in large cuts and fills if vertical alignment is altered. Clear zone and recoverable slopes for higher speeds will require large grading areas. Guardrail will be included as an option when roadside grading is infeasible or excessive. Drainage - There are few culverts under existing road. Design will include culverts to be replaced or extended (depending on condition). No existing drainage problems (flooding, standing water, etc.) have been evident historically. NEPA documentation will be completed by Fort McCoy DPW. Tank Trail Crossings - There are a few tank trail crossings on Burma Road that will require heavy-duty surface consideration. Tree removal - grading of a safety section (i.e. recoverable foreslopes and adequate clear zone) will require the removal of many trees. Trees will need to be replaced in-kind within the installation. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 18 months) after receipt of NTP.� Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed.� Performance and Payment Bonds will be required. The above project description is for information only. �Project scope of work is subject to change. RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION.� Submissions will be evaluated based on a lowest price technically acceptable approach considering technical elements for evaluation (i.e., Specialized Experience, Key Personnel, Past Performance, and Project Management Plan).� An adjectival method of evaluation will be used to evaluate all technical factors.� Price will be evaluated separately for reasonableness and realism.� A Best Value selection will be considered after reviewing price and technical factors. The estimated construction cost of this project is between $5,000,000 and $10,000,000. Bidders (Offerors): Please be advised of online registration requirement in the SAM, https://www.sam.gov/ and directed solicitation provisions concerning representations and certifications.� Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
