Description
This Notice releases Amendment 0006 making revisions/corrections to Section A, Section C, Section I, Section L, and Section M. Date for receipt of Step 1 Technical Submissions remains March 5, 2021; 2:30PM Eastern Time (ET). This Notice releases Amendment 0005 extending the date for receipt of Step 1 Technical Submissions to March 5, 2021. This Notice releases Amendment 0004 adding new mandatory Homeland Security Acquisition Regulation (HSAR) clause� 3052.222-72 Combating Race and Sex Stereotyping (DEVIATION 21-01) (NOV 2020) full text into Section I of solicitation. Date for receipt of Step 1 Tecnical Submissions remains unchanged. This Notice releases Amendment 0003 for the following: corrects (1) the weight range for 12 Gauge Rifled Slug; (2) corrects L.6.2.2 Step 1 Technical Submission Package 2 requirements; and (3) corrects first paragraph of M-2a Step 1 Evalution of Non-Price Technical Submissions. Date for receipt of Step 1 Technical Submissions 1&2 remains January 7, 2021; 2:30PM. This Notice releases Amendment 0002 which provides responses to questions as well as make some changes to the solicitation document.� Date for receipt of Step 1 Technical Submission remains January 7,2021; 2:30PM. This Notice release Amendment 0001 extending date for Step 1 Technical Submission to January 7, 2021. Response to questions and any changes to the solicitaion document�will be provided by Amendment 0002. The solicitition number has changed to 70LGLY21BGLB00001. This notice releases solicitation documents.� Questions related to the posted documents shall be submitted not later than November 3, 2020. Response to questions will be provided by Amendment to the solicitation and posted herein. This is an unrestricted procurement. The Department of Homeland Security, Federal Law Enforcement Training Centers (DHS/FLETC), Glynco GA is soliciting interested manufacturing vendors for Reduced-Hazard Training Ammunition II Generation (RHTA II) strictly for law enforcement officer (LEO) training purposes for various calibers and gauges of small arms rounds, including but not limited to the following lead free frangible products: . 9MM; .357 SIG; .38 SPL; .380 Auto; .40 S&W; .45 ACP; .223; .223 Jacketed; .308 WIN; 12 GA #00 Buck (8 & 9 Pellet, Full Recoil & Reduced Recoil); 12 GA Rifled Slug (Full Recoil & Reduced Recoil); and 12 GA #4 (Full Recoil & Reduced Recoil). Solicitation will be posted on or about September 30, 2020 in accordance with Federal Acquisition Regulations (FAR) Part 14.503, Two-Step Sealed Bidding Procedures. Step 1 Technical bids will be due approximately 30 days from date of solicitation release.� The period of performance will consist of a base year (12 months) and nine 12-month option periods (if exercised).� DHS/FLETC provides training for more than 90 agencies; numerous manufacturers� weapons are used during firearms training (some are FLETC-owned and some other-agency owned).� Any RHTA delivered under this contract must function in a satisfactory manner in any law enforcement weapon, regardless of the weapon manufacturer. Each bidder may submit up to two samples representing two different part numbers of a specific product. Any difference in the design, construction, or manufacturing location of the ammunition sample�s critical components (projectile, cartridge case, primer, and/or propellant) will necessitate a different and distinct part number to be assigned. Ammunition shall conform to all dimensional specifications and performance standards recommended by the Sporting Arms and Ammunition Manufacturers Institute (SAAMI) for commercial ammunition except for where a specific requirement is stated in this Specification.� DHS/FLETC reserves the right to require more stringent specifications than those set forth by the SAAMI to meet specific needs of DHS/FLETC.� Among other specific requirements, requirements for frangibility and toxicity are stated in this specification. In addition to SAAMI ammunition specifications, testing procedures and testing apparatuses either specified or recommended by SAAMI for commercial ammunition production are to be considered specified for the purposes of ammunition production under this contract. Where SAAMI has no requirement and where no specification is given herein, the manufacturer will utilize accepted industry practices. The Bidder shall be the manufacturer of the ammunition and the ammunition shall be manufactured in the United States of America. To be acceptable under this solicitation, the cartridge shall utilize components that are reduced hazard to personnel and the environment. The ammunition and all of the component parts shall be free of lead and lead styphnate, one of the eight Resource Conservation and Recovery Act (RCRA) monitored metals known as the RCRA 8. Also, the ammunition and all of the component parts shall be free of the remaining RCRA seven (7) monitored metals to the maximum extent possible.� These monitored metals include: arsenic, barium, cadmium, chromium, lead, mercury, selenium and silver.� Each metal is discussed further below with the designated degrees of concentration identified for each metal: Arsenic (As) � Arsenic is monitored by RCRA because it is toxic to humans.� The Environmental Protection Agency (EPA) hazardous waste code for arsenic is D004 and its allowable limit in waste is 5 parts per million (ppm). Barium (Ba) � EPA hazardous waste code is D005 and its regulated level is 100 ppm. Cadmium (Cd) � EPA hazardous waste code is D006 and its regulated level is 1 ppm. Chromium (Cr) � EPA hazardous waste code is D007 and its regulated level is 5 ppm. Lead (Pb) � EPA hazardous waste code is D008 and its regulated level is 5 ppm. Note: for purposes of this solicitation, the ammunition and all of the component parts shall contain no lead. Mercury (Hg) � EPA hazardous waste code is D009 and its regulated level is 0.2 ppm. Selenium (Se) � EPA hazardous waste code is D010 and its regulated level is 1.0 ppm. Silver (Ag) � EPA hazardous waste code is D011 and its regulated level is 5 ppm. In addition, no ammunition components shall cause the Action Levels (AL) or the Permissible Exposure Limits (PEL) as established by the Occupational Safety and Health Administration (OSHA 29 CFR 1910.1000) to be exceeded in a training environment. Either of these conditions shall be cause for disqualification and/or rejection at the discretion of the FLETC.� All RHTA II and component parts shall be designed to minimize the generation of hazardous waste. All RHTA II proposed for delivery must have a Safety Data Sheet listing all components of the round submitted with the bid.� Reloaded ammunition is unacceptable.� Ammunition offered must perform in all brands of law enforcement weapons without alterations or damaging such weapons. DHS/FLETC anticipates awarding multiple Indefinite Delivery/Indefinite Quantity contracts. Resultant contracts will be available for ordering from the following: FLETC Sites (Glynco GA; Artesia, NM; Charleston, SC; and Cheltenham, MD), other DHS Agencies; and all other Federal Agencies with authorization approval from FLETC Contracting Officer. �Pricing in Step 2 shall include Shipping and Federal Excise Tax (F.E.T) in unit pricing and shall be per 1,000 rounds. Shipping is F.o.b. Destination to one-drop location. The solicitation will be available through this Beta Sam website only; hardcopies will not be provided.� All bidders must be registered in the System for Award Management (SAM) database to be considered for any award.� No telephonic inquiries will be accepted.
