- Contractor shall provide a quantity of 40 Cell phones (minimum 500 minutes of voice)�with international roaming�in North America, Central America and South America, Short Messages (SMS), Voice Mail (English Language), Internet Access (using either LTE/4G �Fourth generation wireless service mobile devices and technology, Caller ID, Call Waiting, Call On Hold, Call Forward, Three Way Call, unlimited data and Free Call Information Numbers. 1.�Services must be�section 889 compliant Part A and B: see�FAR clauses�52.204-24�and�52.204-25 There are two exceptions that apply to 889 Part A and Part B. Companies are not prohibited from providing: A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles. Regarding exceptions, the FAR provides the following definitions: Backhaul�means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet). Interconnection arrangements�means arrangements governing the physical connection of two or more networks to allow the use of another�s network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources. Roaming�means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high. 2. The contractor shall provide Cellular Airtime and Data services for cell phones. Down time of service should not exceed 1 hour a month. 3.�Services provided by the contractor shall be available 24 hours 7 days a week. 4.Service shall be available throughout Honduras and Roaming in North America, Central America and South America. 5. Period of Service: 1/29/2021 - 1/29/2022
