DESCRIPTION: The National Institutes of Health � NICHD-� Office of Extramural Research (OER) Office of Laboratory Animal Welfare (OLAW) intends to procure the services of a contractor to provide conference planning and support for the Scientists Center for Animal Welfare (SCAW) IACUC conferences and regional workshops. The purpose of this procurement is to provide support in the development, planning, and implementation of Institutional Animal Care and Use Committee (IACUC) workshops and conferences for the education of personnel involved in IACUCs and institutional animal care and use programs at OLAW-Assured institutions. These workshops will educate personnel about their responsibilities as required by the Public Health Service Policy on Humane Care and Use of Laboratory Animals (referred to as just �Policy� going forward), the Animal Welfare Act Regulations (referred to as just �AWAR� going forward), the Guide for the Care and Use of Laboratory Animals (referred to as just �Guide� going forward), and the U.S. Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training (referred to as just �Principles� going forward). The Office of Laboratory Animal Welfare (OLAW) is responsible for the general administration and implementation of the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals (Policy). OLAW provides guidance and interpretation of the PHS Policy through a variety of mechanisms, including the support of educational workshops and conferences.� There is a requirement for training of all personnel involved in the care and use of laboratory animals, including Institutional Animal Care and Use Committee (IACUC) members, regarding the practical application of the PHS Policy, in advanced and complex topics affecting IACUCs, and in the implementation of measures to ensure compliance with all applicable regulations, including the PHS Policy.� SCAW directly fulfills the regulatory requirements�for training of IACUC members by addressing animal research challenges through open discussion and the promotion of best practices. The SCAW Annual Winter Conference provides key findings and advances in research animal welfare, explores policy and management issues related to IACUCs, and develops awareness of humane care and use of animals in research.� These are typically educational conferences held every year that include presentations and multiple breakout sessions addressing various challenges for institutions, timely topics of interest, and opportunity for open and engaging discussion. The SCAW IACUC Training Workshops are training programs focusing on advanced and complex topics of interest to IACUC members. The topics include advanced protocol review; such as what to look for in a protocol that includes relieved and/or unrelieved pain and distress, how to recognize and evaluate the level of pain and distress, appropriate end points, and special environmental conditions required because of potential pain and/or distress. Workshops are held throughout the year at various locations across the country and virtually. Each Workshop provides opportunities for small discussion groups and information sharing among the participants concerning issues and controversies involving compliance with federal laws and regulations in research activities involving animals. The vendor shall make a concerted effort to solicit appropriate participation of women, racial/ethnic minorities and persons with disabilities, and other individuals who have been traditionally underrepresented in science, in accord with the NIH Policy ""Guidelines on Inclusion of Women, Minorities, and Persons with Disabilities in NIH Sponsored Intramural and Extramural Scientific Meetings and Conferences."" (http://grants.nih.gov/grants/guide/notice-files/not95-123.html) 2 Each Meeting shall be held at an accessible site, as outlined by section 504 of the Rehabilitation Act of 1973 and, as applicable, the Americans with Disabilities Act of 1990 that permits convenient accessibility for attendees. Participants with disabilities will be permitted to voluntarily identify any special needs. Each Meeting shall be open to all individuals completing the appropriate registration form and paying any registration fees, until such time as physical capacity for the sessions is reached. The program will focus on topics of interest to IACUC administrators with a particular emphasis on the requirements of the PHS Policy. They will provide a basic yet comprehensive overview of the laws, regulations, and policies that govern the humane care and use of laboratory animals supplemented with examples and possible approaches for successful and effective administration. There will be opportunities for participants to consider and discuss complex challenges to complying with PHS Policy. It is anticipated that the resultant award will be for a base period of performance of twelve months from the date of award and the potential of up to two (2) successive twelve month option periods This proposed procurement is for a service (SCAW: Virtual or In-Person Workshops/ Conferences ) for which the government intends to solicit and negotiate on a sole source basis to SCAW.� In order to comply with the requirements in this Special Notice# HHSNSCAW01112021, the responses should be based on our interpretation of the general requirements provided below. The proposed contract action is for a continuation of similar services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. �However, interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes but all quotes received within the time and date of publication of this "" Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 10:00 am, ET, January 26, 2021. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation number is HHSNSCAW01112021 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-05.� The North American Industry Classification (NAICS) Code is 813920.� However, this solicitation is not set aside for small business.
