Description
--The update to this notice removes the on-ramp language from section H of the draft contract and from paragraph three of the notice description body.-- U.S. Army Contracting Command � Aberdeen Proving Ground intends to award on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, a five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the procurement of Aviator�s Night Vision Systems (ANVIS) to each: -Elbit Systems of America� Night Vision, LLC, 7635 Plantation Rd, Roanoke, VA 24019 -L3Harris Technologies, Inc., 9 Akira Way, Londonderry, NH 03053 Note: Per FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The initial award and IDIQ contract minimum is estimated at $200,000 with future production quantities being competed via fair opportunity.� The program ceiling is estimated at $92.4M. A working draft of the planned contract is attached as well as the Performance Specifications.� The primary intent of the working draft is to provide the Statement of Work and specification requirements. This notice of intent is not a request for proposals or quotations.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.� Interested parties may identify their capabilities by responding to this requirement, no later than 3:00 pm EST, December 14, 2020. All information submitted should support the offeror�s capability to provide the items required, and shall be furnished at�no cost or obligation to the Government.� Responses must be in writing and must provide clear and concise documentation indicating an offeror�s bona fide capability to provide these items.� Verbal responses are not acceptable and will not be considered.
