- This notice is issued for informational and planning purposes only.� This announcement does not constitute a solicitation and shall not be construed as a commitment by the Government.� Responses in any form are not quotes, offers, or proposals.� The Government is under no obligation to solicit or award a contract because of this announcement.� Funds are not available to pay for preparation of responses to this announcement.� Any information submitted by respondents to this announcement is strictly voluntary.� SPE4A2-21-R-0004 is the planned solicitation number and is being used for notice identification; however, no solicitation is available at this time.� DLA Aviation intends to bundle approximately 81 national stock numbers (NSNs) under one solicitation and award a single contract for sole source items to Woodward, Inc. (66503) with AAR Supply Chain, Inc. (1Y249) as the sole exclusive distributor and only known source of supply for these items.� This project is expected to be a sole source, single contract action.� The population of items meets the definition of bundling at FAR 2.101.� The results of market research have determined that this project is likely unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. In accordance with FAR 7.107, DLA Aviation has determined that measurably substantial benefits to the Government are expected to be derived as a result of bundling. The expected benefits of this bundling action are listed in FAR 7.107-3 and summarized below. (1) Cost savings; (2) Price reduction; (3) Quality improvements that will save time or improve or enhance performance or efficiency; (4) Reduction in acquisition cycle times; or (5) Better terms and conditions; and (6) Anticipated financial benefits equivalent to ten (10) percent of the estimated contract or order value (including options).
