Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to procure usage of the CATI San Francisco (SFO) database by a sole source award.� The Government will procure a 1 year software lease without competition as prescribed in FAR 6.302-1 from the manufacturer, CATI Inc.� The subject software may only be purchased directly from CATI; the company has no authorized resellers of their software. The SFO database provides the ability to create scenarios of operational flight in urban areas, which would facilitate assessment of the utility of the cueing settings in such environments. The customized computer programming visuals derived from the SFO database will support aviator workload studies, the Holistic Situational Awareness � Decision Making (HSA-DM), tDCS Sustained Attention/Brain Stim, and Aviation Cueing Systems for Common Cockpit Development programs, which require simulator capabilities that enable representative scenarios of futuristic operation flight environments. The San Francisco (SFO) Terrain Database is a pre-formatted database patented with CATI�s X-IG� Image Generation System (IGS). The SFO database is a high-fidelity (4cm imagery) high-density urban environment specifically compiled to operate on the CATI IGS.�� CATI, Inc. provides the material content and maintains all aspects of the rendered SFO database. The SFO database has already passed CATI�s quality control verifications and has proven to be a reliable and stable terrain database for simulation with aviation operations. The SFO database will be used in conjunction with NUH-60 Black Hawk and CAPT-E Black Hawk simulators. CATI is the sole manufacturer of the SFO database.� The quality control verifications of CATI�s database have received Army protocol approval in previous simulation aviation operations conducted by USAARL.� To preserve scientific integrity, USAARL must ensure continued use of CATI�s software.� Comparison and analysis studies in which future data is compared to historical data require continuity without the introduction of external variables which would skew future statistics derived a different system.� In addition, CATI is the only software in the commercial marketplace that fulfills the technical specifications of the aviation research conducted at USAARL.� CATI is both the manufacturer and distributor of its software; there are no licensed resellers in the marketplace.� The North American Industry Classification System (NAICS) for this requirement is�541511 and PSC 7H20. Proposed solicitation number: W81XWH-21-Q-0021 In accordance with FAR 5.101, FAR 5.201, and FAR 5.203, this Notice of Intent to Sole Source will be posted for�seven days in lieu of fifteen days. The requirement is below the Simplified Acquisition Threshold.� Because of the dollar amount of the procurement and since no other vendor can fulfill the essential characteristics of the requirement, the contracting officer established an abbreviated posting period of�seven days in lieu of fifteen, IAW FAR 5.101, 5.201, 5.203. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 5 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
