Description
The purpose of this modification is to provide clarification on the closing date and time, update size standard for the NAICS code (541370), and to provide answers to questions presented. The closing date and time is January 14, 2021 at 4PM. The size standard for NAICS code 541370 is hereby corrected to $16.5 million. The following questions were emailed to maryjane.crim@va.gov and answers are provided. (blue answer from VA Engineering employee; red answer from VA Contracting) Questions and answers: I am writing pursuant to the above referenced RFQ. It appears that for the archaeological component, the prevailing quoter would need to simply fill out the site forms for the sites recorded during a previous survey?  My assumption is that the prevailing quoter will need to do some on-site investigation and research to fill in any holes in the data required for form submission.  The attached Archaeological Survey is the primary document we have.  If there is more info required to fill out the forms, the prevailing quoter would have to acquire it through research and investigation. There is no requirement for the prevailing quoter to handle any curation?  No, this requirement is to fulfill our agreement with the State Historic Preservation Office. Are all of the original documents and electronic copies of tables of data etc available?  The VA has everything available electronically. Will all of the data be sent to the prevailing quoter to work with, or are you requiring the work to be conducted on site in Ohio?  All work is not required to be performed on-site in Ohio.  It is expected, though, that the prevailing quoter will perform any fieldwork, interviews, and research at whatever location is required.  VA personnel will not be available to perform this type of work.  Compiling, processing, and preparation of products can be accomplished off-site. All of the sites have already been mapped, correct?  I m not sure of the context of the term mapped.   All of the data the Dayton VA possesses will be made available to the Contractor. Are there shape files available for the site boundaries for each site?  I m not sure of the meaning of shape files.   All of the data the Dayton VA possesses will be made available to the Contractor. Is the VA aware if they have as-built drawings of Buildings 220 and 221?  The VA has as-built architectural drawings of both buildings. Were the buildings surveyed/photographed prior to demolition? If they were photographed, what types of photographs/negatives exist (i.e. digital, large-format, 35mm black and white)?  The buildings were photographed inside and out by our Medical Media staff prior to demolition.  Those photographs are digital and in color. Is there a page limit on the capability statement? No limit on capability statement, but if it is lengthy, please highlight relevant areas. Can the VA provide any existing site forms and the archaeology survey reports for the archaeology sites?  I thought the Archaeological Resources Survey from 2014 was included with the solicitation.  If not, it is attached. The 2014 report is an attachment in the base solicitation action. For the archaeology task, can we assume no site visits or on-the-ground surveys are required, and the task is only to complete the OAI forms?  The task is to complete the OAI forms, however, it is expected that the prevailing quoter will perform any fieldwork, interviews, and research at whatever location is required.  VA personnel will not be available to perform this type of work.  Compiling, processing, and preparation of products can be accomplished off-site. Our NAICS/SIN under the newly updated consolidated MAS is 541370GIS.  Are we eligible to bid under this solicitation?  The NAICS code for this requirement is 541370. We don t report any letters after NAICS codes. Please confirm the updated NAICS business size of 541370 is $16.5 million per the 2019 update.  You are correct. Paragraph 1 in the Statement of Work indicates the work is to be performed at the Dayton VAMC, 4100 W. Third Street, Dayton, OH 45428.  Can the work be performed at the contractor site instead?  Any work that doesn t require a physical presence at the Dayton VAMC can be performed at the Contractor s location.  Any work such as gathering field data, conducting interviews, and on-campus research that requires a physical presence at the Dayton VAMC will need to be accomplished by the Contractor at the Dayton VAMC. Since the HABS documentation will be completed after-the-fact (post demolition and removal), I would like to learn more about the resources available.  Photos and as-built drawings are available. Are scaled drawings available and from what time periods?  Yes, drawings are available from the period immediately prior to demolition. Were the buildings photographed prior to demolition and at what resolution?  Yes, the buildings were photographed inside and out by our Medical Media department.  I m not sure of the resolution of the photos. I would also like to know what level of effort you envision for a site visit, since the structures are no longer standing.  At a minimum, I envision a site visit would entail meetings with our Medical Media/History department and our Engineering drawings/plans technician to discuss what s required and what is available.  Further meetings/discussion may be necessary to fill in other missing data.
