- The U.S. Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: ISP Service for Four Offices of the U.S. Mission to China The Regional Procurement Support Office in Frankfurt, Germany intends to issue a Firm Fixed Price type contract during the second quarter of calendar year 2021. The successful contractor shall provide VPN, Internet Services, and Circuitry for the International Trade Administration (ITA) and its four China locations, the U.S. Embassy Beijing, the U.S. Consulate Guangzhou, the Shanghai Center, and the U.S. Consulate Wuhan. The International Trade Administration has a requirement for one full period, full-duplex, clear channels, and digital circuits capable of supporting synchronous traffic between the ITA offices in Beijing, Guangzhou, Shanghai Center, and Wuhan to the continental United States and throughout all of China via a direct-connection through Hong Kong at a rate of 50MBps, 20MBps, 20MBps, and 20MBps (respectively).� For clear channel circuits, they shall be completely transparent with no bits added to or deleted from the bit stream provided to the interface of the International Trade Administration equipment. Companies interested in the solicitation should express their interest by written correspondence, no later than 01/27/2021, at the following email address (baltaa@state.gov) and MUST include the following information: Name of Firm, Name, Telephone, Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. Please DO NOT TELEPHONE. The solicitation package/documents will not be placed on beta.Sam.gov. Only companies expressing interest in writing shall receive a copy of the solicitation package when it becomes available. Firms shall be knowledgeable in written and spoken English. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in the People�s Republic of China, and the obligation to be in possession of a Value Added Tax registration number. Contractors shall be required to provide: A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration; Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, registration and applying for a Value Added Tax registration number; and Specific information concerning the period you anticipate it will take to obtain appropriate authorization. The successful offeror shall include a notarized copy of the most current license/certificate/accreditation, which demonstrates that the offeror is licensed/certified/accredited or otherwise authorized by the Government of the People�s Republic of China or its agent (e.g., commission, board) to provide internet services to foreign diplomatic missions within the host country. The successful offeror must have demonstrated capacity to obtain approval from the People's Republic of China�s Ministry of Foreign Affairs to provide services to the U.S. Embassy in Beijing, U.S. Consulate Guangzhou, the Shanghai Center, and the U.S. Consulate Wuhan. The successful offeror must obtain permission from the Ministry of Foreign Affairs to provide internet services to all four ITA China office locations within 15 business days of being awarded the contract.
