Description
CONTRACT INFORMATION: This announcement is for a ""Unrestricted"" acquisition to contract a new Aquatic Tank Lackland AFB, Chapman Annex, Joint Base San Antonio (JBSA), Texas. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $39.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in April 2021. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted.� PROJECT INFORMATION: This contract is a Design Bid Build for the new construction of Aquatic Tank Lackland AFB, Chapman Annex, Joint Base San Antonio (JBSA), Texas. The Special Warfare Aquatics Tank will consist of two Olympic size swimming pools built indoors with overhead catwalks and appropriate shower facilities for both men and women as well as some administrative spaces. The Special Warfare Training Group (SWTG) needs a�covered/enclosed, climate-controlled, chemically balanced, temperate, ventilated, and observable at varying depths body of water to train the elite warriors of the United States Air Force. This facility will be permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Requirements. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01.� The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the new Aquatic Tank Lackland AFB, Chapman Annex, Joint Base San Antonio (JBSA), Texas as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.� The United States Army Corps of Engineers {USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.� The magnitude of construction is estimated to be between: $25,000,000 and $100,000,000. The use of the websites requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the website and or any other official government website for amendments to the solicitation. You must be registered with the SAM, to receive a Government contract award. A firm-fixed price contract is anticipated to be awarded using Best Value Trade-Off procedures. Evaluation Factors are Past Performance, Summary Schedule, Small business Participation plan and Price. Public bid opening procedures are not applicable for this solicitation. The wages and benefits of service employees (see FAR 22.10} performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.
