- Purchase Description � HEAT EXCHANGER REPLACEMENT � 1.0��� Background This Purchase Description specifies the equipment requested by Tooele Army Depot to replace an existing heat exchanger.� The Government requests Firm Fixed Price bids in anticipation of Contract award evaluated on best value basis. All bids shall include FOB Destination Charges to address in Section 5.0. All bids shall be submitted via email to the contact in Section 5.1. An active SAM account is required prior to bid submission. Please return required Clause 52.204-24 with your submission if it has not been updated in your SAM profile. 2.0��� Scope This effort is to provide a fully functional BEU heat exchanger (shell and tube bundle) equivalent to the unit being replaced. The delivered equipment will include support legs and lifting lugs to allow the heat exchanger to be positioned on-site by government personnel. 3.0��� Objectives The heat exchanger shall cool food grade 75% phosphoric acid on the shell side, with local facility water on the tube side System Requirements Deliverables Complete replacement of the existing BEU heat exchanger built in 1982 by Con-Rad Industries.� See the referenced manufacturer plate and drawings (�Plate.jpg�, �1400-28-1�, �1400-28-2�) .� Manufacturer plate details include: Serial Number: HE-6200-01 Size: 15-144 Type: BEU Shell Side Details Design Pressure: 75 psi Design Temperature: 225 F Test Pressure: 134 psi Tube Side Details Design Pressure: 75 psi Design Temperature: 225 F Test Pressure 134 psi The heat exchanger components shall consist of stainless steel construction for shell, tube sheet, tubes, and all internals. Provide all associated components, flange fittings, and associated material to provide an equivalent new replacement heat exchanger. Stand Requirements Support frame shall be similar to the stand being replaced.� The support legs shall consist of an upper portion which can be fastened to a lower portion.� The lower portion can be anchor bolted in to position. Configuration a. The orientation of the inlet and outlet flanges will NOT match the old heat exchanger.� The flanges shall be (1) at the top near the shell end, and (2) at the bottom near the cap joint.� Drawings shall be confirmed before final assembly 4.0.4 Drawings and Submittals 4.0.4.1 Installation and Preparation Documentation- Government Requests Dimensioned drawings in Electronic PDF format, required Government approval prior to assembly. 4.0.4.2 Installation and Preparation Documentation- Government Requests Type of Utility and complete system schematic in Electronic PDF format prior to delivery. Capacity required at the point of first connection must be clearly stated. 4.0.4.2.1 This document shall consist of the make & model of the equipment with a complete list of standard features, optional features being installed in order to meet the specification, and a list of optional features available for field installation but not included. Each section shall be clearly identified. Also included will be any technical data or brochures applicable to the equipment being provided. 4.0.4.3 Operator Manual- The contractor shall provide (3) copies of this manual/information with delivery of the equipment. Of these, (2) will be paper, and (1) shall be electronic. Acceptable electronic formats include acrobat files (.pdf), drawing exchange files (.dxf), and initial graphic exchange specification (.igs). This section of the documentation shall include: Procedures for safe operation of the equipment in all modes. It shall include information necessary for performing all the operations and utilizing all the functions listed in the purchase description. 4.0.4.4 Environmental Compliance Data-The contractor shall provide (1) copies of this information in paper format no later than 30-calendar-days prior to delivery of the equipment. MSDS Sheets for all liquids (e.g. oils or coolants) and any hazardous materials shall be provided. 4.0.4.5 Pre-Shipment Testing Report- The contractor shall provide (1) copies of this information in paper format no later than 10-calendar-days prior to delivery of the equipment. 5.0 ��� FOB Destination Crane Army Ammunition Activity ATTN: Paul Edwards 300 Highway 361 Building 148 Crane, IN 47522 5.1 Bid Submission Please submit all bids and inquiries to: James Drak- Contract Specialist James.m.drak.civ@mail.mil 6.0 ��� Warranty The proposal must include a minimum warranty of one year parts and labor and will begin upon final acceptance. 7.0 ��� Evaluation In the regular course of its business for a period of at least 3-yrs preceding this solicitation, the manufacturer of this equipment shall have previously supplied or offered for sale this type of equipment to industry for other than its own use. At least one of the following shall be provided as evidence: 7.0.1 PUBLISHED DATA: Each bidder shall provide a brochure, catalog, or published data describing the equipment offered. 7.0.2 Equipment Identification Each bidder shall identify the manufacture and model number of the equipment being offered. The bidder shall also identify all the options by number that are offered in order to meet this purchase description.
