- The Air Force Metrology and Calibration program (AFMETCAL) at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of a C3-100 Software Upgrade to Tovey Engineering, Inc.� Market research was done and no other manufacturers make the C3-100 software that can meet the Air Force requirement. The C3-100 Vertical Force Press requires Tovey Software to operate. The C3-100 Vertical Force Press and CS Series load cells are the primary force standard at the PMEL and are responsible for the calibration of other load cells, crane scales, dynamometers, force gauges, and aircraft weighing kits. Other manufacturers are not capable of creating software that is compatible with the C3-100 and the existing software is licensed by Tovey. The Government envisions a Firm Fixed Price type contract.� The anticipated quantity is for 1 unit in FY21. The requirement is for C3-100 software in accordance with the Statement of Work, which is available for download at this site. The pre-solicitation number is FA2263-21-Q-0009 and shall be referenced on all correspondence submitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.� No solicitation package will be issued.�� A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.�� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL.� Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.� Interested parties should submit questions to Michael Hickey by email at michael.hickey.2@us.af.mil .
