- COMBINED SYNOPSIS/SOLICIATION �COMBO�: Deployment Gear This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA487721QA093 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2021-02 effective 23 Nov 2020, Defense Procurement Notice 20201130, and Air Force Acquisition Circular 2019-1001 This is a full and open requirement. The associated North American Industrial Classification System (NAICS) code for this procurement is 315990 with a small business size standard of 500 employees. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the deployment gear listed in the attached excel sheet detailing all the required items. Additionally, per FAR 8.005, Procurement List items have been identified in this requirement and any contractor supplying these items must comply with the terms of FAR clause 52.208-9. Further, in accordance with FAR 8.005, Procurement List items have been specified to be procured from the mandatory source as identified in the attached Excel sheet shall be procured from that source by the contractor. Items that are not specified as Procurement List items may be procured from any other commercial source in accordance with the clauses and provisions of this solicitation. All items independent of Procurement List shall be brand name or equal. The Government shall only consider quotes that are complete for ALL items, to include Procurement List and non-Procurement List items. Impartial order fills will not be accepted. Delivery shall be FOB Destination. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. All offers shall also include delivery dates upon time of quote submission to be considered for award. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.
