Description
This is a sources soughtnotice in accordance with FAR 15.201. The Naval Sea Systems Command, SEA 0244 Surface Ship RepairContracts Branchis conducting market research to obtainindustry feedback on the attached changes to the contract structure. The Government anticipates identifying Availability Preparation and Advanced Material Procurement CLINs for selected future availabilities, and the attached language outlines the method in which offerors would be expected to propose to these requirements. Of particular note, please consider the following when reviewing Sections C, L, and M: The document provided is in support of the Availability Preparation CLINs only. Execution of the availability will be included as an option. For the purposes of participating in the Availability Preparation meetings required by Section C under Item 0001, Paragraph 2, please clarify what type of contractor personnel would need to be included in such meetings (examples of Availability Preparation meetings are listed in Sub-paragraphs 2.1 through 2.6). Please consider the requirements of Section C under Item 0001, Sub-paragraph 2.6.2 and elaborate on any challenges associated with the prime contractor seeking subcontractor engagement in support of the requirements of Item 0001 in its entirety. Please note the expected option exercise deadlines for Core Execution Option CLINs and Discretionary Execution Option CLINs included in Paragraph 1 of Section L and provide any relevant feedback. Core Execution Option CLINs are execution items that would typically be identified as Base requirements, while Discretionary Execution Option CLINs are execution items that are currently identified as Option CLINs. Please clarify what information Industry would reasonably be able to provide in order to support proposed prices as requested in Section L, Sub-paragraphs 3d and 3e. The Government is available to set up appointments to review and discuss this language with Industry the week of January 18, 2021. NAVSEA is requesting any and all feedback be submitted electronicallyto the POCs addressed below.
