Description
Description The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 1), White River Junction, Vermont intends to solicit quotes from contractors in the VISN 01 area which includes the States of Maine, Massachusetts, Rhode Island, Connecticut, New Hampshire, and Vermont to provide PPE (gowns, masks, gloves), syringes, and needles under the authority of the President s COVID-19 emergency declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Syringes and needles are to be requested on a brand name only basis per the Salient Characteristics below. The VA anticipates issuing an open and continuous solicitation for this requirement on or about January 22, 2021. Quotes will be accepted for a period commencing with the issuance date of the solicitation until expiration of the COVID-19 emergency authority, allocated funds have been exhausted, or required quantities are purchased. Interested offerors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from the SAM website, and no hard copies will be made available. The solicitation will provide instructions to offerors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the beta.sam.gov website (https://beta.SAM.gov) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VIP database if applicable (VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no award can be awarded to any offeror not registered in SAM. NAICS Code is 33913 (Medical and Surgical Instruments, Equipment, and Supplies) with a Small Business Size Standard of 750 employees. The product service code is 6515. The solicitation will be issued for full and open competition, with precedence provided according to tiered evaluation authorized under VHAPM Part 819.7004 TIERED/CASCADING SOP, and Class Deviation from Federal Acquisition Regulation 19.502-2, Total small business set-asides (VAIQ 7867323), dated March 22, 2018. Multiple and single awards are anticipated and will be made on an as needed basis. All responsible sources may submit proposals to be considered by the Agency. The VA will only consider proposals from offerors able to represent that they are authorized distributors of the supplies for which they are providing quotes, and for quantities held by the offeror available for immediate shipment. All proposals will be subject to technical acceptance according to the salient characteristics. Proposals for singular and multiple combinations of the listed Line Items will be considered due to the COVID-19 Market Environment and Urgency of need.
