- FEDBIZOPPS.GOV ANNOUNCEMENT: �SPECIAL NOTICE CLASSIFICATION CODE: R SUBJECT: �Membership in Asian Technology Information Program (ATIP) SOLICITATION NUMBER: NB770000-21-00529 CONTACT POINTS: KAREN ARMSTRONG, Contracts Specialist (301) 975-3671; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Asian Technology Information Program (ATIP), of Albuquerque, NM, for ATIP�s standard annual subscription for the period of 08/19/2021 � 08/18/2022.� ***** Sole source determination is based on the need for ATIP�s standard subscription, an open industry association with a focused mission: authentication standards to help reduce the world�s over-reliance on passwords.� The ATIP has the capability of providing the NIST Information Technology Laboratory (ITL) with an increased awareness of significant Japanese and other Asian scientific and technical trends and developments which is of importance to us in our role in the Information Technology arena. �ATIP has well-developed and uniquely positioned programs and operations in Japan, China, South Korea, Singapore, Taiwan, other countries in Asia, and the United States. ATIP has the capability of obtaining and disseminating the specific Asian science and technology information that is sought by NIST/ITL. ATIP is the only known source for scientific and technical information about new and ongoing IT research in Asia. ATIP's programs are unique as they focus on the science and technology research advances in Asia while providing significant analysis and comparative assessment and not on ""business school"" marketing and investment opportunities provided by other vendors. �NIST requires the continuance of this subscription in order to meet its mission. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
