Updated 12:05 pm eastern 12/30/2020 The purpose of this amendment is to update the dates below: The pre-site visit conference has been rescheduled to 1/11 at 1:00 eastern. �It is mandatory to attend if you are planning on �attending the site visit. The site visit has been rescheduled to 1/12 and will be held by appointment only. Please email allison.wiedebrown@gsa.gov, jason.litz@gsa.gov and frederick.poliziano@gsa.gov if you would like to attend. Please follow all instructions to request attendance to the site visit in the solicitation when you do. If you are planning on attending the site visit, it is mandatory to register ahead of time or you will not be granted access to the building. It is not mandatory to attend a site visit. Questions are now due by close of business on January 19th, 2021. Answers will be posted on or about January 26th, 2021 to beta.sam.gov as a solicitation amendment. Proposals are now due February 2nd, 2021 by 4:00 pm EST. Proposals will only be accepted via email to the contracting officer at allison.wiede-brown@gsa.gov. In order to receive access to�the Specifications and Drawings for this solicitation, you must FIRST�complete the Document Security notice and email to allison.wiede-brown@gsa.gov.� Then, please request access to the documents on this site.� Only general contractors that are registered in SAM will receive access to the Specifications and Drawings.�� Solicitation number 47PC1121R0001 December 14, 2020 Alexander Pirnie Federal Building, 10 Broad Street, Utica, New York Proposals due January 26, 2021 by 4:00 pm (EST) Summary of project: � The General Services Administration, Region 2, Public Buildings Services, is seeking contractors to furnish all materials, equipment, labor, and supervision to perform all�work described by the contract documents including drawings and specifications for the �Pirnie�Fire Alarm Replacement Construction� Project. �This project was designed by NK Bhandari�Architecture & Engineering, P.C of Syracuse, NY. The Contractor shall provide all labor, materials, equipment, tools, management, and full time on site supervision required by contract documents to install a building wide fire sprinkler and�fire alarm system inclusive of the de-activation then removal of the existing fire alarm system�once the new system has been fully commissioned and placed in service at the Alexander�Pirnie Federal building and Courthouse, Utica, NY. �Base interior work shall include demo of�existing fire alarm system, new fire alarm system, and testing. �Exact work description is�identified and indicated in the Contract Documents dated 10/8/2020 prepared by Perkins�Eastman/ JB&B Joint Venture. �The contractor shall comply with the projects design specifications and drawings. �The work will be constructed under a single prime contractor�who is to adhere to all security requirements and guidelines for building access. �The�contractor is also to provide onsite supervision at all times work is being performed, including�afterhours work as needed. �The total project area is approximately 93,646 SF.� This Solicitation is set-aside for Total Small Business in accordance with FAR 19. This�Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the�attached Agreement. Proposals conforming to the Solicitation requirements will be evaluated in�accordance with the Method of Award set forth in this solicitation. � The solicitation will result�in a firm fixed priced construction contract awarded to a contractor that will be chosen�competitively utilizing source selection procedures as outlined in FAR Part 15, using Lowest�Price Technically Acceptable procedures. � Synopsis 47PC1121R0001:� Pirnie Fire Alarm Construction This project consists of fire alarm construction work at the Alexander Pirnie Federal Building, 10 Broad Street, Utica, New York.� The Contractor shall provide all labor, materials, equipment, tools, management, and full time on site supervision required by contract documents to install a building wide fire sprinkler and fire alarm system inclusive of the de-activation then removal of the existing fire alarm system once the new system has been fully commissioned and placed in service at the Alexander Pirnie Federal building and Courthouse, Utica, NY.� Base interior work shall include demo of existing fire alarm system, new fire alarm system, and testing.� Exact work description is identified and indicated in the Contract Documents dated 10/8/2020 prepared by Perkins Eastman/ JB&B Joint Venture.� The contractor shall comply with the projects design specifications and drawings.� The work will be constructed under a single prime contractor who is to adhere to all security requirements and guidelines for building access.� The contractor is also to provide onsite supervision at all times work is being performed, including afterhours work as needed. In accordance with FAR 15.3, award will be made as a firm fixed price construction contract to a responsible bidder whose proposal, conforms to the RFP, will be most advantageous to the Government, considering price and the technical factors included in the RFP.� The magnitude of this construction project is estimated between $500,000 and $1,000,000. The appropriate NAICS Code is 236220, with a size standard of $38.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required.� The procurement is 100% set-aside for all small business concerns. Offers from other than small business concerns will not be considered by the agency. The required construction completion date is approximately two hundred seventy two (272) calendar days commencing one day after Notice to Proceed. The tentative solicitation release date is no earlier than 15 days after posting of this notice in Beta.SAM.gov. The procurement is subject to FAR 52.232-18 Availability of Funds (APR 1984). All potential offerors must have an active registration in the System for Award Management (SAM). All prospective offerors are required to have completed the Representations and Certifications in SAM. It is anticipated that the solicitation (IFB) will be issued on or about December 14, 2020 with bids due or about January 26, 2021.� The solicitation (specifications, clauses and provisions, and bid forms) will only be available electronically on Beta.SAM.gov.� All potential offerors must have an active registration in the System for Award Management (SAM).� All prospective offerors are required to have completed the Representations and Certifications in SAM. To receive specifications and drawings, please fill out the document security notice form and send via email to Allison.wiede-brown@gsa.gov.� Once the completed document security notice form is received and the information verified, the specs and drawings will be sent via email.� The document security notice form will be located in the attachment section once the solicitation is posted.
