- THIS IS A PRE-SOLICITATION SYNOPSIS.� THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS.� THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.� The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B30621B00000001 for the award of a firm-fixed-price construction contract for a project entitled Replace Generator (Hurricane) at Metropolitan Detention Center (MDC) Guaynabo. MDC Guaynabo is a federal correctional facility located at 652 Carretera 28, Guaynabo, Puerto Rico 00965.� The project consists of furnishing all equipment, materials, and labor for the complete construction of the work.� A brief description of the work is as follows: Replace the existing 4,160V service and associated equipment along with new generators to serve the institution. The repairs shall make systems compliant with current applicable codes for generator operations and electrical distribution. The performance period for the project will be 369 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $5,000,000 and $10,000,000.� (NOTE: This range is 1 of 8 mandatory ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.� It merely conveys that the estimate/budget lies somewhere within that range.) The contract award price is subject to available funding and a determination of fair and reasonable pricing. The solicitation documents (including construction documents) will be posted on or after approximately February 11, 2021.� The solicitation will be distributed solely through beta.SAM.gov.� Hard copies of the solicitation will not be made available.� The website provides download instructions.� All future information about this solicitation, including any amendments, will also be distributed solely through this website.� Interested bidders are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. The NAICS code for this requirement is 238210 with a corresponding small business size standard of $16.5 million. IMPORTANT:� Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at beta.SAM.gov.� This is a 100 percent small business set-aside.� In order to qualify for award, your business size metrics information entered in your registration must be less than or equal to the size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above). Each bidder�s beta.SAM.gov registration will be reviewed to confirm that your business size meets the small business size standard requirement.� All bidders are urged to review their beta.SAM.gov registration to confirm whether you are considered a small business for the assigned NAICS code above. This synopsis is intended only for those who would be competing for a single Prime contract with the BOP.� The BOP does not award subcontracts.� Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor.� The BOP has no privity of contract with subcontractors.
