Description
This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of large businesses and small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The DISA DSO is seeking information for potential sources for the SOSC Helpdesk to provide Tier Level I and Tier Level II technical, administrative, and Electromagnetic Spectrum (EMS) operational support at the basic and advanced level to the warfighter on various DSO spectrum tools such as Spectrum XXI (SXXI), Joint Spectrum Interference Resolution Online (JSIRO), Joint Spectrum Data Repository (JSDR), and End-to-End Spectrum Supportability System (E2ESS, formerly known as HNSWDO and STEPSTONE). The anticipated timeframe for this requirement is September 2021 � September 2026; one base year followed by four option years. The primary place of performance will be the Government facility located at 2004 Turbot Landing, Annapolis, MD 21401 and any undisclosed location mentioned in the DISA Continuity of Operations Plan. The DSO through SOSC Helpdesk provides support to the DoD spectrum management community�s business processes along with Tier-I/Tier-II level technical, administrative, and operational support through numerous operational support cells to include spectrum tools such as SXXI, Joint Spectrum Data Repository (JSDR), JSIRO, and E2ESS. Users of DSO products and services seek technical, operational, and administrative assistance by contacting individual specialized operational support cells (e.g., SXXI, JSDR, E2ESS) through various means such as emails, phone calls, product catalogs, and personal contacts at DSO/Joint Spectrum Center. These efforts call for a consolidated ""one stop shop"" as a face of DSO which is responsible for providing initial contact, creating ""Trouble Tickets"" utilizing a Spectrum Operational Support Management System, and providing any Tier-I/Tier-II level technical support associated with DSO spectrum operations tools. REQUIRED CAPABILITIES: 1. Incident Management Tools. Describe your experience using Atlassian Jira Service Desk Application - a web-based application utilized as an incident management tool used on a daily basis to support tasks such as creation and management of incident reports and generation of metric reports. This required capability is critical and is used on daily basis. 2. Operational Spectrum Support Tools. Describe your operational and technical experience with the following spectrum tools: 2a. SPECTRUM XXI Client (SXXI) - software-based application utilized for maintaining and updating frequency assignment records, performing geographic and/or parametric data queries, and basic communications analyses. This required capability is critical and is used on daily basis. Page 3 of 4 Pages 26 Dec2019 2b. SXXI Help Desk Utilities - software-based application utilized to administer to SXXI Job Accounts, Server Accounts, and monitor the status of SXXI Servers. This required capability is critical and is used on daily basis. 2c. SXXI Domain Manager - software-based application utilized to administer SXXI Server descriptions, IP Addresses, or Host Names. It is used as needed. 2d. SXXI Server Manager - software-based application utilized for SXXI server database management. This required capability is critical and is used on daily basis. 2e. Joint Spectrum Data Repository (JSDR) - Alfresco Account Management Tool (used for JSDR) - web-based application utilized to administer to JSDR user accounts. JSDR provides user access to spectrum database components through customized queries as well as an universal query, offers analytics on selected data sets, and provides access to spectrum-related documentation. This required capability is critical and is used on daily basis. 2f. End to End Spectrum Supportability System (E2ESS) � E2ESS is comprised of STEPSTONE Editor, STEPSTONE Process Manager, and Host Nation Spectrum Worldwide Database Online into one web-based capability. This required capability is critical and is used on daily basis. E2ESS modules are administered using the following: � STEPSTONE Account Management Tool � A web-based module of STEPSTONE utilized to administer user accounts � HNSWDO Account Management Tool - A web-based module of HNSWDO utilized to administer user accounts 2g. Strategic Spectrum Planning Support - SXXI Client is utilized for the processing of frequency assignments in coordination with support of the National Telecommunication and Information Administration. This capability supports Management of the Frequency Resource Record System and Government Master File frequency record assignment databases. This required capability is critical and is used on daily basis. SPECIAL REQUIREMENTS: Employees must have a Secret clearance.
