Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Synopsis: This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.2, and this announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center Bombers Directorate (AFLCMC/WBD) WPAFB, OH.� The Government intends to award a sole source contract to Collins Aerospace in support of the Very Low Frequency / Low Frequency (VLF/LF) B-52 Modernization Program. (AFLCMC/WBD) proposes to award, by means of other than full and open competition, a sole source contract to Collins Aerospace to provide environmental testing and analysis of the CVRi1 system's LRU's, which consist of the KGR-72, HMI and PTS. �Collins Aerospace is the original equipment manufacturer for the CVRi1 system. The anticipated contract will provide operationally relevant testing and analysis to fulfill gaps which exist between published CVRi1 Specifications and Boeing�s B-52 platform Modification Planning Guide Requirements.� Collins Aerospace designed, developed, tested, integrated, and fielded the KGR-72 (CVRi1) on other platforms. The authority permitting other than full and open competition is 10 USC � 2304(c)(1), implemented as follows: FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� Anticipated Award Date: April 14, 2021 Please note, this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the effort in the timeframe listed above. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Please note, your responses will be treated as information only, and will not be used as a proposal. This NOCA does not constitute a commitment, implied or otherwise, that AFLCMC/WBD will take procurement action in this matter. The Government will not be responsible to reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided may be used to further assess alternatives available for the potential requirement. Interested parties may submit unclassified responses to this notice by email.� Deadline date for the submittals is no later than 29 January 2021 3:00 PM Eastern Standard Time. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting Officer.
