- Description
- MCC has a requirement for in-country advisory expertise during the development of the Indonesia II compact that can provide ongoing technical assistance to MCC regarding the institutional context and set-up of a future MCA-Indonesia to ensure adherence to MCC requirements and policies related to accountable entities, program development and compact implementation. MCC and the Government of Indonesia (GOI) intend to establish a future MCA-Indonesia that will replicate the best practices demonstrated under the first compact, while adapting to lessons learned in order to facilitate more efficient and effective compact implementation. MCC requires expertise in the development and growth of extra-governmental entities that must relate to government in their day-to-day operations so as to better guide, advise and monitor the development of a future MCA-Indonesia. This involves work to advise MCC on the institutional structure itself, from governance to staffing to regulatory advice to project-specific needs to be done with consideration of the institutional and cultural context within the GOI. Significant independent judgment is be required to conceive of and design creative solutions to the challenges faced by an organization that must meet MCC requirements for procurement, financial management, environmental and social performance and gender integration, as well as adhere to Indonesian bureaucratic law and norms. This requires working with legal and institutional experts as a liaison and project manager, with a certain level of understanding of the substance of discussions, but does not necessitate legal expertise per se.
