Description
January 14, 2021 THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a Request for Proposal (RFP) for a firm fixed-price, construction contract for MILCON P3002, Design Build Bid, Relocate Hazardous Cargo Pad and Explosive Ordnance Disposal Proficiency Range at Joint Base Andrews, Camp Springs, MD The anticipated requirement will be issued under RFP Number N40080-20-R-0193.� The RFP is expected to be posted to the beta.SAM website at https://beta.sam.gov/ around late January/early February 2021. This procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures under FAR Part 15.� Evaluation will be conducted utilizing the Best Value Source Selection (BVSS) lowest price technical acceptable process.� The Government intends to award one (1) firm fixed-price contract.� In accordance with DFAR 236.204(b), the construction magnitude of this project is estimated between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code for this procurement is 237990 with the annual size standard of $39.5M. Project Description: The project includes construction services for an aircraft hazardous cargo pad (approx. 80,550 SF concrete), a 75-foot wide concrete taxiway (approx. 159,005 SF), asphalt taxiway shoulders (approx. 159,075 SF), Explosive Ordnance Disposal (EOD) Proficiency Range that includes a 1,120 SF area for a detonation bunker and 260 SF concrete protection bunker.� The detonation bunker consists of two �C�-shaped concrete walls approximately 28� thick. There are 91,310 SF of asphalt vehicle access roads to the Hazardous Cargo Pad and the EOD Range parking and protective bunker.� The taxiway includes four leaves of 230-foot long box frame roller motorized automated gates that allow closing of the taxiway and provide a secure perimeter. The project will meet both Airfield and Explosive Safety requirements to meet 30,000 pounds of net explosive weight (NEW) and medium load, tie down anchors and grounding points in the pavement. Additionally, this project will meet the criteria/scope specified in Air Force Handbook, Facility Requirements, UFC 3-260-01, Airfield and Heliport Planning and Design, Air Force Corporate Facilities Standard (AFCFS), and the Installation Facilities Standards (IFS).� The construction includes the relocation and regrading of 875 feet of South Perimeter Road, and includes advance warning signs and lights, and automated swing gates approaching the taxiway crossing.� A Source Sought was issued on 7 May 2020 under Solicitation Number N40080-20-R-0193 for potentially qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for MILCON P3002, Design Build Bid, Relocate Hazardous Cargo Pad and Explosive Ordnance Disposal Proficiency Range at Joint Base Andrews, Camp Springs, MD. Based on responses received, this procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures. The Government intends to post all notices/amendments related to this solicitation on beta.SAMS at https://beta.sam.gov/.� All interested firms must be registered on beta.SAMS web sites in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check beta.SAMS web sites frequently in order to be notified of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) database.
