Description

The Naval Air Systems Command (NAVAIR) intends to solicit a proposal from Sikorsky Aircraft Corporation (SAC), a Lockheed Martin Company, of 6900 Main St. Stratford, CT 06615-9129, under Basic Ordering Agreement N00019-19-G-0029, on an other than full and open competitive basis to support the mission of PMA 261 CH-53K Heavy Lift Helicopters.� The subsequent request for proposal will be issued as a Delivery Order under the BOA in support of the H-53K Aviation Logistics Environment (ALE), FY22 Sustainment effort, to continue maintenance of all processes and interfaces under the Aviation Logistics Environment (ALE) as currently contracted under LRIP Lot 2 A3. The H-53 ALE is comprised of the Sikorsky Ground Based Application (SGBA), Maintenance Data Interface (MDI), and Integrated Support System (ISS), collectively known as the Integrated Computing Platform (ICP).� The effort shall be procured on a sole source basis under NAICS 336411 � Aircraft Manufacturing and PSC 1560 (Aircraft & airframe structural components) pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" SAC is the sole designer, developer and manufacturer of the H-53 airframe, as well as the sole integrator of the avionics and weapons systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis.� Subcontracting opportunities shall be submitted directly to Jason Lockwood, Sikorsky Subcontracting Manager, at 203-225-3657.� This synopsis is for informational purposes only and is not a request for competitive proposals. ��However, for market research purposes, interested and potentially capable parties may identify their interest and capability by responding in writing to this announcement via email to the Contract Specialist listed no later than 15 days following the posted date of this synopsis.� The Government will utilize the capability statements received as market research data to confirm the sole source acquisition intent or to reconsider a competitive procurement.� A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.�
