- Description
- The United States Coast Guard (USCG) intends to issue a solicitation under full and open competition in support of Offshore Patrol Cutter (OPC) Stage 2 - Detail Design and Production.� The anticipated solicitation release timeline is 2nd Quarter Fiscal Year 2021 under Request for Proposal (RFP) No. 70Z02321RAPC00000. The solicitation will provide for the Detail Design and Production of up to 11 Offshore Patrol Cutters (OPCs), Long Lead Time Materials (LLTM), Logistics, Training, and Life Cycle Engineering. The acquisition will be conducted in accordance with FAR Part 15, Contracting by Negotiation, procedures. The OPC is a critical USCG element in the support of the national security strategy for maintaining the nation�s economic, social, environmental, and military security mission areas. The OPC will typically conduct its primary missions beyond 12 nautical miles from shore, and will be employed around the globe; anywhere the national interests require the USCG�s unique blend of authorities and capabilities.� When operational, OPCs will form the core of the Coast Guard�s offshore cutter fleet, comprising approximately 70% of the Service�s offshore cutter capacity. OPCs will execute missions currently performed by in-service Medium Endurance Cutters, which are quickly reaching the end of their service lives. The OPC will provide surface assets to bridge the USCG�s operational capability gap between the National Security Cutter (NSC) and the Fast Response Cutter (FRC). Potential Offerors are advised that, certain technical data will be subject to International Trafficking in Arms Regulations (ITAR) and will not be posted to the beta.sam.gov website, but will be made available according to instructions outlined in the RFP. This presolicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals in response to this synopsis.� This notice does not constitute a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis notice or any subsequent synopsis notice.
