- This is a SOURCES SOUGHT NOTICE. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of interested sources especially small businesses including:8(a) Certified Small Business, Historically Underutilized Business Zones (HUB-Zone) Small Business, Women Owned Small Business, Service Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB), and Veteran Owned Small Businesses. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification Code (NAICS) 236220, Commercial and Institutional Building Construction. The small business size standard is $39.5M. The government is seeking companies under the North America Industry Classification System Code (NAICS) is 236220 -- Commercial and Institutional Building Construction with an annual size standard of $39.5M, that have the capability, experience and expert knowledge to provide design-build (architectural/specialized design and engineering, construction and project management) for the design and construction (Design-Build) ""Green Mountain/Finger Lakes Supervisor�s Office Building"" The project magnitude is: estimated to be between $5 and $6 million. PROJECT DESCRIPTION: The project includes the design and construction of a new two-story Office Building of approximately 11,550 square feet and an unheated Garage/Storage Building of approximately 3,365 square feet.� The design and construction work will also include limited site work to include extension of utilities, grading and landscaping in the vicinity of both buildings, sidewalks/accessible pathways, and minor amounts of paving.� This is the second phase of the project.� The first phase included site design and construction of the undeveloped land. The first phase construction contract was awarded in August 2020 and is expected to be completed by July 1, 2021. The new government building to be design and constructed in the second phase, will be ready for occupancy and utilization and contractor shall provide all necessary services and materials to complete the scope of work including complete architectural, structural, mechanical, electrical, plumbing, and civil design and construction services. Project Location:�4387 US Route 4, Mendon, VT 05701 SUBMISSION REQUIREMENTS: Interested PRIME CONTRACTORS are invited to submit a capabilities statement/narrative demonstrating the firm's experience in Design-Build or just construction projects of a similar nature as described above. The submittal shall be no longer than ten (10) pages and shall include the following information: 1. Company Information: Provide your firms contact information to include DUNS, cage code, name, address, and point of contact with verifiably correct telephone number and email address. 2. Indicate if a solicitation is issued will your firm/company be submitting a proposal (Yes/No) 3. Type of Business: U.S. Small Business Administration (SBA) certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and Small Businesses (SB). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov. 4. Bond Capacity: Information on the firm's bonding capability - specifically identify single and aggregate bonding capacities. 5. Experience Submission Requirements: Submit at least two (2) but no more than five (5) of similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms shall include the following information for each project submitted: a. Indicate whether Prime Contractor or Subcontractor. b. Dates of construction for each project submitted. c. Contract value, completion date, and complexity of job. d. Indicate whether the project is a Design-Bid-Build or Design-Build. e. Project references/Agency point of contact (telephone number and e-mail address). f. All projects shall demonstrate the installation of mechanical, electrical, and/or plumbing systems affectively integrated into the historic fabric of the project in conjunction with the required preservation of interior finishes. g. Please indicate project experience specific to construction completed in the state of Vermont. h. If limited or no experience completing construction projects in Vermont, illustrate how your company would effectively plan and coordinate this project if awarded the contract. Projects are considered ""similar"" to the anticipated procurement project when they meet the following characteristics: 1. Project was completed ten (10) years prior to TODAY'S DATE. 2. The project was design-build; 3. At least one project's final construction cost (inclusive of modifications) exceeded $5,000,000. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, SF330, etc.) will not be considered. Personal visits for the purpose of discussing this announcement will not be scheduled or accepted. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential sources particularly Small Business Sources. The Government will not reimburse responders for the cost of the submittals. Capability submittals shall be submitted as adobe .pdf documents and shall be emailed to Clark Bartelt at clark.a.bartelt@usda.gov Submittals must be provided in response to this notice by 2:00 pm Central Time, January 27, 2021.
