- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THERE IS NO SOLICITATION AT THIS TIME.� FUNDS ARE NOT PRESENTLY AVAILABLE. �THIS SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement.� This is a request for information ONLY and any information provided is voluntary.� Telephone inquiries will not be accepted.�� All interested parties must respond to the solicitation announcement separately from the response to this notice and are responsible for monitoring Federal Business Opportunities (FBO) website for the posting of any solicitation or subsequent updates. The 439th Contracting Flight located at Westover Air Reserve Base (WARB), Chicopee, Massachusetts is seeking capabilities packages of potential sources to to perform all the major maintenance checks recommended by the machine manufacturer for each of the following machines: Haas VF-6, Haas TM2P, Haas TM2, Haas TL1. This sources sought is for planning purposes only. The Service Provider (SP) shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services to perform Performance Assurance and Comprehensive Calibration Analysis (PA/CCA) for five Aircraft Metals Technology machines located at Westover ARB, MA. The Service Provider shall provide safety, operational, and preventative/servicing maintenance training to assigned personnel, at Westover Air Reserve Base, Massachusetts in a manner that shall ensure continuous functional and safe operation of the machines.� The SP shall provide a Performance Assurance /Comprehensive Calibration Analysis schedule within 30 days of contract award, to perform all the major maintenance checks recommended by the machine manufacturer for each of the following machines: Haas VF-6, Haas TM2P, Haas TM2, Haas TL1. The Haas machines shall receive biannual PA/CCAs. The SP shall provide qualified technicians to service the four machines. Upon request, the SP shall provide Haas certifications for any technicians performing services at WARB within ten business days of receiving the written request from the COR or Contracting Officer. In addition, the SP shall respond to work requests submitted by the COR. These services collectively shall hereinafter be referred to as �Preventative Maintenance Service� or �PM�. All work shall be in accordance with Federal, State and base safety regulations and the manufacturers� recommendations.� The SP shall complete the PA/CCA on all four machines. The visits shall occur over a one-year period. At a minimum each Haas machine (4 machines) shall receive semiannual checks. All required work shall be coordinated through the COR.� Haas major maintenance checks shall be made biannually by factory trained/certified technicians on the Mechanical, Electrical, Air, Coolant, Spindle and Way Lube systems. Along with the standard checks the SP shall perform an annual ball bar calibration, Renishaw ball bar service, and Comprehensive Diagnostic Report which provides an overall assessment of machine performance. This report shall include any recommended replacement parts with a price estimate which includes shipping and labor and shall be submitted to the COR within two weeks of the completion date of the PM visit. A separate Comprehensive Diagnostic Report shall be provided for each Haas machine: Haas VF-6, Haas TM2P, Haas TM2, Haas TL1. The SP shall supply all tools, equipment, supplies necessary to inspect the below items. The Statement of Work will be provided when the solicitation is posted.� SPECIAL REQUIREMENTS: Our intent is to award this project as a 100% Small Business Set Aside.� This announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns that may be interested in this requirement.� Based upon the responses to this announcement, the Government may set aside this acquisition as a specific small business set aside.� Contract type will be Firm-Fixed Price.� The anticipated performance base period is March 1, 2021 to 28 February 2022 with 4 one year options.� The NAICS Code assigned to this acquisition is 333517 �Machine Tool Manufacturing� with a small business size standard of 500 employees. NOTE: If this requirement is set-aside, FAR 52.219-14 Limitations on Subcontracting will apply. This clause requires by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. NOTE:� Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors.
