Peters VA Medical Center 130 West Kingsbridge Road Bronx NY 10468-3904 POC: Lateisha Robinson | Lateisha.robinson@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Philips for Philips Intellibridge EC10 for the Manhattan and Brooklyn VA campuses. Market research was conducted and determined that Philips s is the only vendor capable of providing supplies necessary that meet the requirements. VA NYHHS Philips Modules for NKV-550 and Servo-I Ventilators Scope of Work VA NYHHS seeks to purchase and upgrade interface modules to interface the newly acquired Nihon Kohden NKV-550 Ventilators with the Philips Intellivue Central Monitoring system in the ICU wings at both the Manhattan and Brooklyn Campuses. This purchase is an integral part of the VA NYHHS COVID-19 Response. Objectives VA NYHHS needs interface modules that allow data from the newly acquired Nihon Kohden NKV-550 ventilators to be accessible to the ICU Nursing staff, including but not limited to clinical alarms, respiratory rate, CO2 measurements, etc. These modules and associated cables must allow communication to the Central Monitoring system in use at the ICU in VAMC Brooklyn, as well as the SICU and MICU in VAMC New York. Along with the modules, the purchase must include all cabling, as well as installation and configuration of the modules and cables. Place of Performance / Delivery Two separate delivery locations. Equipment is to be delivered to the warehouse/loading dock at each campus. Below are the addresses for both campuses. NYHHCS New York Campus Warehouse: 423 East 23rd Street New York, NY 10010 NYHHCS Brooklyn Campus Warehouse: 800 Poly Place Brooklyn, NY 11209 Travel/Parking The contractor will be responsible for their travel. As stated earlier, due to other construction projects and limited parking available at the site, contractor must coordinate any parking needs with the assigned COR and the Police Service. Details of any vehicles entering the site must be provided in advance. (Driver s Full Name, Driver s License Number, Vehicle Description, Vehicle License Plate Number) Government-Furnished Property Contractor will not need any government furnished equipment or property. Education and Training Requirements The Vendor shall be responsible for ensuring that vendor employees providing work on the required equipment are fully trained and completely competent to perform the required work. Limited Source Justification/Recommended Source The modules must be able to interface with the Phillips Intellivue Central Monitoring system in place at VA NYHHS. Only Philips manufactures the proprietary modules compatible with their monitoring system and can guarantee that the correct drivers are in place to interface with the various ventilator models that the VA uses. Therefore, only Philips can provide the modules that the VA NYHHS requires. VA Patient Privacy and Network Infrastructure None of the equipment listed within this procurement package will access the VA Network or store any sensitive patient information. Any contractors that will come on site for install will not need access to VA network. Recalls The Vendor shall immediately notify all affected VA Medical Centers and designated POC in the event of a device recall, removal, required adjustment, or required modification that is suggested or mandated by the Vendor, distributor, manufacturer, or any regulatory or government agency. The following information shall be included in this notification: A complete item description and identification (to include lot and serial numbers where applicable); Administrative identification data including order numbers and order date; Reasons for recall, removal, adjustment, or modification; and Instructions for appropriate corrective action. Defective Items/Warranty VA NYHHS requires that all of the modules come with at least a 1 year warranty and that any defective items are replaced before installation is complete.
