- Notice of Intent to Sole Source eHealth Exchange Membership 36C77621Q0101 The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contract Activity Central (PCAC) intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The VA intends to solicit and negotiate with Healtheway, Inc. d/b/a The Sequoia Project (eHealth Exchange), McLean, VA 22102; to provide membership participation renewal access to the eHealth Exchange. The eHealth Exchange previously (formerly the NwHIN Exchange) operated as an Office of the National Coordinator (ONC) initiative from 2007 through September 2012. Healtheway (d/b/a/ The Sequoia Project) assumed support for the eHealth Exchange in October 2012. The North American Industrial Classification System (NAICS) code utilized is 518210 with a size standard of $35,000,000.00. VH continues to require network access to the eHealth Exchange. The eHealth Exchange is a federated network of exchange partners that enables widespread exchange of health information across providers and geographies to improve the health and welfare of all Americans. Participating in the eHealth Exchange enables the VHA to utilize its gateway to exchange health records with private sector providers in support of the Veterans Health Information Exchange (VHIE), the Veterans Choice Act, and the Mission Act. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
