- NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER.� The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award a sole-source fixed price contract to MSM USA Inc. (DUNS:� 117801179).� With the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).� The North American Industry Classification System (NAICS) Code is 326199. The requirement is to manufacture and purchase of two (2), Mesemar (MSM), P/N: EBM18 buoys (IALA B compliant); one colored green and one colored red. The buoys have been selected as part of a Test Plan Strategy to evaluate a hybrid elastomer foam buoy design with comparable salient characteristics to a 6x20 LR USCG steel buoy. The buoys must have a hull comprised of elastomer foam (polyurethane elastomer surrounding closed-cell polyethylene foam) and feature a hot-dip galvanized tower and tail structure. The test plan strategy seeks to sample and test salient commercial non-steel buoy characteristics that are critical to successful deployment, long duration time on station and proper channel marking in the operational environment. The purpose of this test is to produce proper specifications resident in the commercial marketplace should the USCG implement the use of non-steel buoy designs in its inventory. Solicitation number 70Z02321QP04W0200 is assigned for tracking purposes only. No solicitation package will be issued.� This notice of intent is not a request for competitive proposals.� However, all responsible sources may submit a quotation to the joint attention of the Ms. Anastasia M. Freddino, Contracting Specialist, at Anastasia.M.Freddino@uscg.mil and Ms. Jacqueline Brown, Contracting Officer, at Jacqueline.Brown@uscg.mil with 70Z02321QP04W0200 in the subject line, which will be considered by the agency if received no later than 2p.m., Friday 29 January 2021. � This notice shall not be construed as a promise to contract or a commitment of any kind.� This information is subject to modification and in no way binds the Government to award a contract or contracts.� The Government is not responsible for any cost incurred by industry in responding to this notice.� A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
