- This is a Project Labor Agreement Survey only.� This is not a request for proposals or quotes, or an invitation for bids. The Corps of Engineers Walla Walla District is conducting this market research to gather pertinent information to help the contracting officer determine whether a Project Labor Agreement (PLA) for a large scale construction project (exceeding $25 million) at McNary Lock and Dam in the Pacific Northwest is appropriate.��� The US Army Corps of Engineers (USACE) Walla Walla District (NWW) intends to partner with industry to upgrade the existing McNary Intake Gates, Hydraulic System Rehabilitation, Isophase, HV Bus and Switch Replacement.�� The main features of work include both work on the hydraulic system for the intake gate hoists as well as the electrical work to replace the isophase bus and switches. � Rehabilitation of the intakes gates and the existing hydraulic system includes: � Replacement of the 45 intake gate support beams, Replacement of 90 intake gage hydraulic cylinders Procurement of two spares, replacement of the intake gate hydraulic system power unit, Rehabilitation of the hydraulic system piping and storage tanks, Replacement of the hydraulic system control counsels, Rehabilitation of the gate position indicator system, Re-enabling of the emergency closure function for the intake gates and other control modifications, Replacement of the hydraulic fluid with an environmental acceptable lubricant. �� Isophase portion of the work: � Replace seven (7) high-voltage manual disconnect switches with motor-operated disconnect switches equipped with high voltage surge resistors, Replace high voltage manual grounding switches on six of the disconnect switches, and install one additional ground switch for disconnect A495, Provide Mini-Power Centers to supply power to MOD operators, Provide remote control and indication utilizing switches and status indication installed by others for the MOD switches in the Control Room SC-boards and Main Unit S-boards, Replace the high-voltage surge arresters, Replace high-voltage cracked tubular bus, Replace the medium-voltage isophase bus between the main unit generator barrels and generator step-up (GSU) transformers, Provide disconnecting links (bus joints) in the isophase between the delta bus and GSU transformers, Replace the In-Line Metering and Exciter Current Transformers, Provide one set of new 3 phase synchronizing PTs with rack-out type cubicles for each of the seven even-numbered main units and replace the existing synchronizing PTs with new PTs for each of the odd-numbered main unit busses, Connect new CT and PT signals to existing metering, excitation, protection, control and manual & automatic synchronizing systems. These include the S/SC-board metering (synchronizing panel), generator auto-synchronizer (SEL-700G), and GSU transformer protection (SEL-7873E). �The installation of this equipment is considered heavy construction and is classified under NAICS Code 237990.�� The McNary Powerhouse is located on the Columbia River in Umatilla, Oregon. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Interested parties are requested to respond to this PLA Special Notice with the following information: (1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide a list of recent (2-5 years) construction projects in the local labor market of the project under consideration. Include the following items: Project Name/Location; Detailed Project Description; Initial Cost Estimate/Actual Final Cost; Was the project completed on time; Number of craft trades present on the project; PLA (Y/N); Were there any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management/organizational issues, etc.)? (2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the project? If so please elaborate and provide supporting documentation where possible. Are there other projects in the vicinity that could limit the pool of skilled labor available for this project? (3) Are you aware of time sensitive issues/scheduling requirements that would impact the rate at which the project should be completed? If so, please elaborate and provide supporting documentation where possible. (4) Identify specific reasons why or how you believe a PLA would advance the Federal Government's interest in achieving economy and efficiency in federal procurement. (5) Identify specific reasons why you do not believe a PLA would advance the Federal Government's interest in achieving economy and efficiency in federal procurement. (6) Are there ways in which a PLA might increase costs on this particular project? (7) Please identify any additional information you believe should be considered on the use of a PLA on the referenced project. (8) Please identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.
