- I. AUTHORITY & INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. Solicitation15JL1B21Q00000002 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2020-08. The appropriate North American Industry Classification System (NAICS) Code is 519130 - Internet Publishing and Broadcasting and Web Search Portals. The Small Business Size standard is 1,000 employees. This requirement is solicited as a Full and Open competition. The Department of Justice (DOJ), Justice Management Division, Library Staff is seeking to purchase on behalf of the Antitrust Division a subscription to a commercial-off-the-shelf (COTS) web-based platform that provides licensed content to energy/power information. ATR requires access to data on U.S. wholesale and retail electricity prices and quantities, capacity, and fuel costs and an energy- mapping interface. The ATR user must be able to generate customized reports on the dimensions and metrics specified in the attached Requirements List, and save the parameters specified in these reports. The data should include historical data for at least the past 5 years II. SPECIFIC REQUIREMENTS: The contractor shall meet or exceed the requirements for energy and power information specified in the attached Requirements List. III. CONTRACT LINE ITEM BREAKOUT: Responsible quoters shall provide pricing as specified in the attached Quotation Instructions. IV. EVALUATION CRITERIA AND BASIS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: ����������� Technical Capability of the item offered to meet the Government requirement ����������� Demonstration ����������� Price Technical capability and demonstration performance, when combined, are significantly more important than cost or price. Additional information is provided in the attached Quotation Instructions. V. DELIVERY: Delivery is not required. See the requirements specified in the attached REQUIREMENTS LIST. VI. REQUIRED SUBMISSIONS Please see the attached Quotation Instructions IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to have an active SAM registration at time of quote submission and are required to maintain an active registration during the life of the contract.
