- Solicitation 36C24821Q0128 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02, Effective Date: 11-23-2020. This solicitation is Unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 562920: Material Recovery Facilities, with a small business size standard of $22 Million. The FSC/PSC is S216: Housekeeping Facility Operations Support. The Department of Veterans Affairs (VA), VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico requires the following service: Recycling Services to reduce the facility's waste disposal costs by recycling non-hazardous wastes and helping the facility achieve credits from recycling by finding new markets for paper, cardboard products, and other recyclable items as specified herein. The Contractor shall assist the facility in applying innovative technologies to making recycling programs easy and cost effective. The government goal is to increase current recycle efforts and develop an award-winning recycling program at the VACHS Medical Center in San Juan and his clinics in the Island of Puerto Rico. Contract Period: This solicitation contemplates a contract award that consist of a one year Base Period and four one year Option Period. A total of five year, sixty month of service. Quotation shall be submitted to Mr. Israel Rodriguez, via email at: Israel.rodriguez-perez@va.gov , on or before January 25, 2021 at 4:30 pm, Eastern Time. Place of Performance/Place of Delivery: Department of Veterans Affairs VA Caribbean Healthcare System FMS Environmental Section 10 Casia Street, San Juan, PR 00921-3201 The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items In accordance with FAR 13.106-2(b)(3) Evaluation of quotations. The Contracting offices will conduct comparative evaluations of quotation. Government will award a contract resulting from this solicitation to the responsible quoters whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following information will be used as evaluation factor in the award process: a. Offeror Business Profile: Provide company information including company legal name, Duns and Bradstreet (DUNS) Number, mailing address and Business Point of Contact information or representative. In addition, company needs to demonstrate that have management staff in Puerto Rico, registered in the Puerto Rico Registry of Bidders, and registered as a Recycling company that provides labor, materials, equipment, transportation and supervision to render pick-up, transporting and disposal of all recyclable materials. b. Management and Personnel Information: Provide information of service management staff and other work force personnel. The information shall cover the experience in the operation of equipment and facility within the field of recycling, disposal costs management and their capability for innovative recycling programs development easy to manage and cost effective. c. Facilities and Equipment: Information of the facility where the material will be process. Provide information of the equipment available to meet the requirement of this procurement; maintenance program information, repair and recovery of equipment. d. The contractor shall comply with Joint Commission Accreditation of Health Care Organizations (JCAHO) requirements. To comply with JCAHO requirement the contractor shall provide written confirmation that employees are competent to perform the task as described in this announcement. e. Past Performance Factor - An offeror past performance is important in determining its ability to successfully perform the services described in the PWS. The Government is interested in ensuring that the offeror has a successful history of recent and relevant past performance. To be considered relevant and recent, all references shall be similar in scope to the solicitation requirement, and services performed within the last three (3) years preceding the submission of this quote. f. A complete Contract Price Cost Schedule attached to this solicitation, Attachment B - S02 RFQ Price Cost Schedule 36C248-21-Q-0128. 2. FAR 52.212-3, Offerors Representations and Certifications Commercial Items Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. SECTION C - CONTRACT CLAUSES: Are attached to this announcement, Attachment A - S02 RFQ Clause and Provision 36C248-21-Q-0128. Additional instructions to Quoters. 1. Read the entire solicitation notice and attachments carefully. 2. Ensure you meet all the solicitation requirements and submit a complete quotation. 3. Quotes shall be submitted in English. 4. Ensure you are registered in the System for Award Management (SAM) and your registration is active. 5. Ensure you complete FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, online or submit a hard copy with your quote. 7. Due date for all question submission is January 19, 2021 close of business. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
