Description

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a Basic Ordering Agreement (BOA) and subsequent BOA orders to Lockheed Martin Rotary and Mission Systems (LM RMS), located in Moorestown, New Jersey.�This will be a follow-on to BOA N00024-17-G-5100 and will include the production of AWS MK7 and MK8 elements, including the evaluation, implementation and proofing of equipment changes; engineering services and repairs, including modifications/alterations to AEGIS legacy equipment and AWS element overhauls and refurbishments; Diminishing Manufacturing Sources (DMS) assessments and life-of-type procurement of parts and assemblies to support DMS case resolution; and maintenance associated with ancillary equipment. Pursuant to 10 U.S.C. 2304(c)(1), LM RMS is the only responsible source capable of satisfying the Navy's BOA requirements within the required schedule. LM RMS is the current and only qualified source with specific production engineering background, extensive integration and test facilities, prior AWS MK7 and MK8 experience, and in-depth technical expertise to provide the requirements within the BOA and required schedule. LM RMS is the only existing source that has the specific production engineering background, extensive integration and test facilities, and in-depth technical expertise to produce the equipment and services contained within the scope of the BOA and subsequent BOA orders. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this BOA and subsequent BOA orders based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only and for the benefit of potential subcontractors. Companies interested in subcontracting opportunities must contact LM RMS directly.
