Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submit only written quotes for 246-21-Q-019 for Modular Buildings. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. This solicitation is a 100% SB Set-Aside. The associated NAICS code is 321992 with a small business size standard of 500 Employees. This RFQ contains one (1) Line Items, for delivery of two modular buildings as follows: CLIN DESCRIPTION QTY UNIT PRICE TOTAL 0001 Modular Building 2 PERIOD OF PERFORMANCE / DELIVERY: 90 Days ARO Vendor Requirements: See attached Specifications below: SITE Visit: A site visit will be conducted on January 21, 2021, at 12:00 pm. Submit Quotes no later than: January 25, 2021 @ 4:00PM CST to the Following Point of Contact: Sean Long; sean.long@ihs.gov or 918-342-6509 Questions regarding this solicitation must be submitted via email to sean.long@ihs.gov and shelton.bruce@ihs.gov NLT 4PM, Central Time, Jan. 21, 2021. Questions will not be accepted after this date/time. All questions will be combined and posted as an amendment to the solicitation. Evaluation: FAR 52.212-2 Evaluation -- Commercial Items (completed as follows): (a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Best Value (see criteria below) - Price will evaluated on a total award amount. - Technical Specifications. The contractor shall submit a sheet of the technical specifications of the building that meet or exceed the specifications contained herein. Evaluation will be on items 1 through 13 of the specifications Contractor shall submit details on items 1 through 13 of the specifications - Delivery Schedule � The contractor shall provide a delivery schedule outlining delivery within 90 days ARO. The contractors shall submit a contingency schedule showing the manufacturing and delivery process to ensure delivery within in 90 days - Past Performance � The contractor shall provide three reference for projects of like or similar size in dollar value that occurred within the last three years. The references need to address delivery, cooperation with clients, efforts of like or similar requirements. Technical and delivery are more important than price and past performance when combined This solicitation will result in a firm fixed price purchase order pursuant to the terms and conditions below. Terms and conditions other than those stated will not be accepted. The above pricing is all inclusive. PURPOSE: The purpose of this contract is to provide two (2) new modular buildings to Claremore Indian Hospital. II. BACKGROUND These new modular buildings are to be used to assist Claremore Indian Hospital in the fight against the COVID-19 pandemic. Additional flexible interior workspace is essential in maintaining a quality of care required for the physical, mental, social, and spiritual health of American Indians and Alaskan Natives. III. DELIVERY SCHEDULE Deliverable Item Delivery Date NLT 1 Modular Building 1 90 Days ARO 2 Modular Building 2 90 Days ARO The contractor shall provide give one (1) weeks� notice before delivery to the Contracting Specialist and Contracting Officers Representative. The contractor will take care of any permitting needed to transport the modular building pieces and equipment to the site. Once on site, there is no additional permitting requirements due to the facility being Federally owned. The delivery shall be include installation on the sites specified within the attached Site Picture and Map. IV. MINIMUM TECHNICAL REQUIREMENTS The modular buildings will be one large open room with 1 restroom in a corner. The modular building will have to meet or exceed the following requirements: 1. Dimensions of 24 Ft x 50 Ft (WxL) can be no bigger than 24� x 60� a. One building shall have offices in all four corners b. One building shall be open floor concept c.
