- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Agilent Technologies, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL seeks to procure one (1) Handheld Fourier-Transform Infrared (FTIR) Spectroscopy Sensor that is lightweight, easy to use, and rugged with highly accurate mid-IR analysis. The system must be ideal for field use and deployment into non-laboratory situations, as well as being capable of attaching to a stand for lab/bench experiments.� The Contractor shall deliver and provide training for a handheld Fourier-transform infrared spectroscopy (FTIR) with the following specifications: The FTIR must be handheld. Operational characteristics ��������������� Operating temperature: 0�50 C (32�122 �F) �����������������Storage temperature: -25�75 C (-13�167 �F) ���������������� Humidity: 95% non-condensing ���������������� Water resistance: completely sealed spectrometer compartment Size/Weight ������������������The handheld FTIR must be light weight and compact- weighing 5 lbs. or less. ������������������ The handheld FTIR must have an ergonomic design enabling one handed operation. Electrical interface: The handheld software should be capable of synchronizing methods, results and reports with a laptop or desktop PC. The handheld FTIR must be capable of battery operation and capable of re-charging. The Handheld FTIR must be capable of acquiring spectra when held in any position (vertical or horizontal). The FTIR software must automatically generate spectral data in the industry standards .spc and .csv format. The handheld FTIR must have the capability of having an interchangeable design that can utilize the following sampling interfaces:� Attenuated total reflection (ATR), Diffuse Reflectance, and External Reflectance. The sampling interfaces must be auto recognized for easier operations. The handheld FTIR must be capable of attaching to a stand for lab/bench capable experiments. The FTIR must allow for long term storage with the power off. The FTIR interferometer must not require any alignment.� The Handheld FTIR must contain non-hygroscopic optics (ZnSe) for use in outdoor environmental conditions and operate at temperature between 0?C and 50?C The Handheld software must be capable of full spectral display as well as final quantitation and search results. The FTIR must be compatible with existing Agilent Micro lab software at CRREL Necessary accessories: D-ATR Interface External Reflectance Interface Diffuse Reflectance Interface Stand to attach the handheld FTIR for benchtop experiments Familiarization training � Due to COVID travel restrictions all training required will be provided remotely. Trainings will be included in the base price of the instrumentation and will be provided on an as needed basis at the user�s discretion. Shipping: shipping/delivery should be included in the contractor�s quote; final destination CRREL, 72 Lyme Rd, Hanover, NH 03755. Agilent Technologies, Inc. has been identified as the only source capable of fulfilling the governments requirement.� CRREL requires FTIR technology which meets all the requirements specified in the description of requirement. A survey of the marketplace reveals that while some vendors can meet most of the requirements, only one vendor (Agilent) can fulfill all requirements. Most importantly, the handheld 4300 FTIR by Agilent was found to be the only handheld FTIR capable of non-destructive analysis of coatings with various interfaces capable of analysis of our coatings on various reflective substrates such as steel. As well, the handheld 4300 FTIR by Agilent was the only system capable of providing data as .csv format which is also required for compatibility with CRREL�s existing statistical analysis programming software. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 22 January 2021 to lisa.a.bernard@usace.army.mil.� Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
