Description
This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential businesses. The Government may use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The U.S. Coast Guard Surface Forces Logistics Center is conducting market research for potential qualified contractors for the maintenance and support of the systems and equipment pertaining to the Integrated Propulsion Plant on Coast Guard Cutter (CGC) HEALY from 01Apr2022 to 31Mar2027. GE Energy Power Conversion USA is the original equipment manufacturer (OEM) of the Integrated Propulsion Plant on CGC HEALY and holds the proprietary data rights to provide the required repair and support. The previous contract was awarded sole source to GE Energy Power Conversion USA under contract number HSCG85-17-D-P-45B34. This work requires that the Contractor provide all management, supervision, personnel, labor, materials and equipment (except for Government furnished property) required to maintain and support the integrated machinery plant systems/components on CGC HEALY and Government owned shoreside equipment that is used in support of CGC HEALY.� Support includes, but is not limited to, periodic equipment maintenance, technical representative visits, telephone consultations, remote technical support, hardware and software configuration management services, conditional technical support, upgrades, and periodic equipment training. A draft of the performance work statement is provided for information only. This work includes, but is not limited to, the following: Periodic system maintenance and equipment grooms. This includes annual shipboard depot level maintenance and shoreside spare depot level maintenance at CG Inventory Control Point (ICPs) and Contractor�s facilities, inspection, and operational testing of all systems and equipment related to the Integrated Power Plant. Technical Support. This includes immediate access to 24/7 technical support while the Cutter is underway and during port calls while on mission. Conditional technical support for troubleshooting and repairs. This includes casualty response and repairs, as well as engineering analysis and repairs identified as necessary during equipment grooms. Configuration management services. This includes obsolescence evaluation and prediction of out-year reliability, maintainability, and fitness of service availability concerns five years beyond the contract. Crew training. This includes hands-on and classroom training for operators and maintainers both attached to HEALY as permanent party crew and CG shore support personnel. Technical refresh and replacement of obsolete subcomponents to meet current industry supportability standards. This includes design, validation, and installation of specific system subcomponents to ensure operational availability and maintenance support through the midlife maintenance period. The CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S., Seattle, WA 98134. The CGC HEALY, the Coast Guard's largest vessel, is 420 feet long, 82 feet wide, drafts 31 feet (at full load), and weighs 16,660 long tons (at full load).
