- This notification from the Government is�a Sources Sought synopsis to determine marketplace and vendor capabilities for planning purposes. The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is issuing this Sources Sought to determine whether there are potentially qualified small businesses; 8(a) sources; Historically Underutilized Business Zones (HUBZone) Small Business; Service-Disabled Veteran Owned Small Business; Small Disadvantaged Businesses; Women-Owned Small Businesses; Veteran-Owned Small Businesses with current relevant qualifications, experience, personnel, and capability to provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary in performing specific Environmental services.� The NAICS business experience classification code is 562211, Hazardous Waste Treatment and Disposal. The Small Business Size Standard is $41.5M.� The Government is considering the issuance of a new solicitation, and seeking capability information from vendors and industry, for the following: (1) services for operation of Government-owned facilities that process industrial and/or oily wastes, (2) Containerized Solid Waste (CSW) services, (3) oil and Hazardous substance spill response, and (4) indefinite-delivery, indefinite-quantity professional services for site assessment, remediation, and/or compliance projects. For reference, the majority of services would be performed for Navy and Marine Corps installations within the Southern California region, although the NAVFAC SW region extends to locations in Arizona, Nevada, Colorado, and New Mexico. The Government provides a DRAFT Performance-Based Work Statement for reference. Information from industry and vendors is the primary objective of this notification. However, the Government reserves the right to sole control of the documents and requirements, and does not guarantee any corrections, recommendations, or changes of vendors / industry would be incorporated into any future solicitation. Multiple years of performance are anticipated for the planned contract, via the use of option periods per FAR Subpart 17.2 procedures. The Government anticipates a combination of Firm-Fixed-Price, Reoccurring Services, as well as Indefinite-Delivery, Indefinite-Quantity projects. The Government will use responses to this Sources Sought synopsis to make acquisition plans. �After review of the responses, if the Government plans to proceed with a new solicitation, then a Pre-Solicitation Announcement will be published to the Government-wide Point of Entry at https://beta.sam.gov for regulatory compliance. SUBMISSION REQUIREMENTS: Responses to this Sources Sought shall be sent electronically (with no hard copies) to the mailbox ryan.kenniff@navy.mil by the closing date of this synopsis. Files are required to be in Adobe Acrobat format (.pdf), shall not exceed 4MB file size, and shall not exceed seven (7) pages in length with no less than 12 point font used. Please do not send multiple files. Pages with only graphics, charts, or pictures are still counted within the seven page limit. Please include the following information in your response: � ��� �Contractor name, address, primary phone number ��� �CAGE and/or Dun and Bradstreet number (DUNS #) ��� �Contractor�s SBA Size status of the business relative to NAICS code 562211 ��� �Two Points of Contact with telephone numbers and e-mail addresses. ��� �A short description of the contractor�s history including years in business, number of employees, and main disciplines of the contractor. Information of most interest to the Government are regarding: operation of an industrial waste facility, CSW, spill response, and/or professional services for site assessment, remediation, and/or compliance projects. Performance on Federal projects is of most interest to the Government, especially in direct support of DoD installations. Please take into consideration network connectivity, or any service provider�s ability to deliver emails in a timely manner, in response to the synopsis. Delays in the delivery of emails will not absolve submittals of the deadlines for date and time. This is not a solicitation announcement for proposals and no contract will be awarded from the information received from this Sources Sought synopsis. This synopsis is a Request for Information only. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Please solicit no telephone calls or emails requesting a solicitation package, as the Government will only post solicitation documents to the Government-wide Point of Entry, in accordance with regulations.
