Description
THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).� DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. The Air Force Office of Special Investigations Office of Procurement Fraud Investigations (AFOSI PF) mission provides specialized investigative services to ensure integrity in the use of Department of the Air Force (DAF) and Department of Defense (DoD funds and resources supporting and sustaining the DAF. It also ensures the safety and reliability of DAF equipment, operations, programs, and weapons systems. AFOSI also protects the DAF from acquisition-related corruption and losses due to fraudulent schemes, diversion, and misuse of DAF monies and property. AFOSI PF investigates these alleged violations of criminal and civil law, as well as the Uniformed Code of Military Justice (UCMJ), when a mission, health, safety, and/or monetary impact to the DAF (including both the United States Air Force (USAF) and United States Space Force (USSF)) is identified, and shall support administrative and contractual remedies as appropriate.� The Government is contemplating a base year plus four 1 year option periods firm fixed price contract PoP: �1 June 2021-31 May 2026. The Contractor shall support AFOSI PF�s mission by providing three accountants to be full-time with three separate AFOSI PF units (The Contractor work will be conducted from three separate AFOSI PF Detachments at Tinker Air Force Base (AFB), OK; Joint Base San Antonio, TX; and Dobbins Air Reserve Base (ARB), GA; however, temporary work may also occur at AFOSI locations worldwide on an as needed basis) to conduct forensic accounting analysis of complex financial and procurement records to support AFOSI PF investigations. The Contractor will provide technical expertise by compiling and analyzing financial statements, business records, invoices, and contract information to help identify criminal offenses and associated parties involved. Moreover, the Contractor will help build financial profiles to further identify criminal offenses, trends, and patterns in an effort to identify the infrastructure that makes up a major fraud scheme. The Contractor will produce fraud-related target/lead packages and fraud threat assessments. Moreover, the Contractor will produce various financial analytical products, as well as support an annual fraud threat assessment, illuminating the most significant procurement fraud threats impacting the USAF, USSF, and applicable DoD equities. � As a result, AFOSI is conducting Market Research in search of Small Business concerns that have the following capabilities: ��� The Contractor shall be accredited under the Association of International Certified Public Accountants (AICPA) and have no less than 5 years of forensic accounting expertise, capability, and resources to effectively accomplish all of the tasks described herein: Task 1. Compile and analyze financial statements/transactions, contract invoices, business records, and contract information to help identify criminal offenses and associated parties involved, and provide overall support investigations and prosecutions. Task 2. Provide expertise in financial crimes investigations by providing input to affidavits and subpoenas and recommending possible investigative steps. Task 3. Participate in strategic planning sessions with fraud investigative groups and task forces in an effort to identify fraud schemes impacting the USAF, USSF, and applicable DoD equities. Task 4. Help analyze and build financial profiles to further identify criminal offenses, trends, and patterns in an effort to identify the infrastructure that makes up a major fraud scheme. Task 5. Review and analyze various law enforcement, DoD, financial and procurement databases and conduct open source searches to obtain necessary business records to support investigations and prosecutions. Task 6. Support requests for on-site financial investigative forensic support via audit, accounting, and/or analysis. Task 7. Input all researched and analyzed data for ongoing investigations into various professional products, such as statistical analysis summaries, forensic accounting reports, graphs, charts, or power point presentations for law enforcement and prosecutorial use. Task 8. Compile and analyze procurement fraud and corruption investigations including witness testimony, seized evidence, subpoenaed records/data, financial/business records, contract information, in an effort to help identify criminal offenses and associated parties involved. Task 9. Work with AFOSI PF to proactively uncover fraud schemes, then compile information into a professional product (target/lead package) using charts, graphs, and reports for AFOSI PF field offices. Task 10. Compile and analyze investigative information and data to support production of an annual fraud threat assessment, illuminating the most significant fraud threats impacting the USAF, USSF, and applicable DoD equities. Task 11. Serve as a factual witness during court proceedings. In response to this Sources Sought, interested parties must provide a capability statement, line card, brochure, catalog or other information which identifies their capabilities and services provided to the general public void of any pricing or price-related information. Information should also summarize similar previous work performed with other federal agencies. �Any submitted information that contains price-related information will be discarded.
