- Description
- SPECIAL NOTICE: Notice of Information USAID/Indonesia: New Marine and Fisheries Program Reference Number: USAID/Indonesia - *New Marine and Fisheries Program* Release Date: January 15, 2021 The United States Agency for International Development Mission to Indonesia (USAID/Indonesia) is currently designing a new marine and fisheries program that aims to reduce threats to Indonesias rich marine biodiversity, including from Illegal, Unregulated, and Unreported fishing. USAID/Indonesia is circulating this Notice of Information to provide information to the public interested in USAIDs support for the new program. On October 8, 2020, USAID/Indonesia released a request for information (RFI) to solicit public feedback on the draft concept of the new program and its situation model. To further develop the concept and to share the RFI feedback received, the USAID/Indonesia and the Ministry of Marine Affairs and Fisheries (MMAF) held a virtual co-creation workshop held on November 5, 2020. In the workshop USAID and MMAF solicited stakeholder input and feedback on strategic interventions to address threats and drivers related to sustainable fisheries management and marine conservation, as summarized in the Appendix 1. The workshop was attended by more than 60 representatives from government institutions, non-governmental organizations, the private sector, universities, and development partners. This Notice of Information is not a Request for Proposals, a Request for Quotations, a Request for Information, an Invitation for Bids, a Solicitation, or an indication that USAID/Indonesia will contract for the items described therein. This Notice of Information is an attempt to share information broadly and will be treated as information only. In accordance with FAR 15.201(e), responses to this Notice of Information are not offers and cannot be accepted by the Government to form a binding contract. If a solicitation is issued, it will be announced at https://beta.sam.gov/ at a later date, and all interested parties must respond to that announcement separately from any response to this announcement. This Notice of Information does not restrict the Governments acquisition approach on a future solicitation. Thank you for your assistance and interest in USAID programs. Sincerely, USAID/Indonesia Dear Interested Parties: The United States Agency for International Development Mission to Indonesia (USAID/Indonesia) is in the process of gathering information to support an anticipated design of two new marine and fisheries activities, as described in the Attachment. A. Request for Information (RFI) The purpose of this RFI is to solicit public feedback on the attached draft concept note and situation model. Interested parties, including government, non-government organizations, and the private sector are invited to provide recommendations to advance Indonesia's self-reliance to conserve marine biodiversity and improve the sustainable, equitable management of fisheries. The issuance of this RFI is not a commitment to issue a solicitation, contract, grant, or cooperative agreement. Any future solicitations or funding opportunities to the new marine and fisheries program will be announced on the Federal Business Opportunities website at https://beta.sam.gov or at www.grants.gov at a later date. USAID/Indonesia is not seeking technical or cost applications/proposals at this time. Submission instructions for this RFI are provided in Section V.A of the Attachment. B. Sources Sought Notice (SSN) Additionally, this is an SSN to identify qualified organizations that are interested in and capable of performing the type of work described in the Attachment. Your responses to the information requested will assist USAID to plan the acquisition strategy, including whether a U.S. small business set-aside is possible. Submission instructions for this SSN are provided in Section V.B of the Attachment. USAID/Indonesia is under no obligation to acknowledge receipt of the information, answer questions or provide feedback to respondents with respect to any information submitted. Please note issuance of this RFI/SSN does not constitute an award commitment on the part of the U.S. Government, nor does it commit the Government to pay for any costs incurred in the preparation of comments. Thank you for your assistance and interest in USAID programs. Sincerely, /s/ Albert E. Carrera Contracting/Agreement Officer USAID/Indonesia
