SOURCES SOUGHT NOTICE FOR AMBULATORY CARE CENTER (ACC) PROJECT AT CREECH AIR FORCE BASE (AFB), NEVADA. This is a SOURCES SOUGHT announcement, a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Los Angeles District has been tasked to solicit for and award a construction contract to Construct the Ambulatory Care Center at Creech (ACC) AFB, Nevada. Proposed project will be a competitive design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using Best Value ""Trade Off"" process. PROJECT SCOPE: The requirement consists of three projects: Construct the Ambulatory Care Center at Creech (ACC), Dental Clinic Addition and Renovation and Construct an Ambulance Garage.� The project will be to construct a new 6,968 SF free-standing ACC immediately adjacent to Building 1033 that will accommodate nine departments: Optometry, Physical Therapy, Occupational Therapy, Bioenvironmental Engineering, Audiology, Mental Health, Immunizations and Health/Nutritional Medicine, and Common Areas. Work will also include a 1,159 SF addition to Building 1033 to accommodate a Dental Instrument Processing Center (DIPC), dental radiology, and staff lounge with a 433 SF renovation to Building 1033 altering the existing space to accommodate a dental lab, supply room, shared office, and connection to the addition. The final feature of work is a 1,053 SF free-standing Ambulance Garage. The climate-controlled garage will accommodate one ambulance and enough storage to accommodate rapid response to flight line emergencies that will be adjacent to the ACC. All work will be at Creech AFB, Nevada. MINIMUM CAPABILITIES REQUIRED INCLUDE THE FOLLOWING: Work includes the construction and installation of: storm water detention basins, storm sewer service, sanitary sewer service, domestic and fire water service, primary electrical service, communications service (fiber optic and copper), natural gas service, monument signage located at the intersection of Railroad Avenue North and Irwin Street and fine grading, landscaping, sidewalks, signage, and site furnishings. Work will also include addition and alteration to the existing Dental clinic and construction of a 1,053 SF Ambulance Garage temporary facilities including material storage/staging areas, Contractor and Government trailers, and parking for construction personnel as indicated in the Request for Proposal (RFP)/Statement of Work (SOW).� The project superintendent and field QC manager shall have previous Department of Defense (DoD) medical facility experience. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $5,000,000 and $10,000,000. The estimated duration of the project is 540 calendar days. Small Businesses are reminded under FAR 52.219-14 -�Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. 8(a) firms are reminded they need to have BONAFIDE office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of the set aside decision. The type of set-aside decision(s) to be issued will depend upon the responses to this notice. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. The North American Industry Classification System code for this procurement is 236220 Commercial and Institutional Building Construction - which has a small business size standard of $ 39.5 million. Anticipated solicitation issuance is on or about�4 months from the date of this notice. The official synopsis citing the solicitation number will be issued on Beta.SAM.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this notice shall be limited to 5 pages and shall include theNfollowing information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Past performance/experience on projects of similar magnitude and complexity describing no more than three (3) projects performed within the past five (5) years. Project examples must range from $4,000,000 to $10,000,000.� One (1) of the three (3) projects must also have been a medical treatment facility and occurred on a DoD installation.� The past performance information should include: Project title Location General description of the construction to demonstrate relevance to the proposed project Offeror's role Dollar value of contract Performance timeliness Name of the company, agency, or government entity for which the work was performed with contact information (reference name, phone number, and email address). 4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or EDWOSB or WOSB. 5. Firm's Joint Ventures (existing), including Mentor Prot�g�s and teamingNarrangement information, as appropriate. 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. Interested Firm's shall respond to this Sources Sought Synopsis no later than 14 February 2021 at 2:00 pm PDT. All interested firms must be registered in�System for Award Management (SAM) https://www.sam.gov/SAM/pages/public/index.jsf �to be eligible for award of Government contracts.
